A note to any high level flying in to do this (and Just Ask Alice): You actually have to enter the water wheel complex on foot (or mounted, but not flying). Simply flying to the platform with Gerenzo won't activate this quest.

How do you get the gnomecorder if you have already completed the other quests?

UPDATE: It looks like it is something you "always have," rather than something that is in your bags. It turns out I had done the quest already a long time ago. The gnomecorder came on when I finished the quest to kill the guy at the top of this area.
