Use the Booby-Trapped Bait that Budd gave you on the bridge of the sunken ship in The Skeletal Reef.

It is northeast the S in "Gurboggle's Ledge".

In order to get you must complete before accepting.
and are NOT needed to take and followups, however that would make you unable to get.
Lady La-La's Necklace have 0% drop chance before done and 100% after, however anyone can share you this quest as long as you are 80+lvl.
Anyone can take and do it's followups as long as they are 80+lvl. Quests above are NOT needed for it.
