Activate the boots at the quest giver and you will be launched into the volcano. There is no question mark on the map before you are launched.

In order for the Rocket Boots to work, you must be standing directly on the quest giver. Click on the boots in your bag and the rockets shoot off and up into the air and will land you where you need to turn those in. No need to use mouse to direct your toon to the turn in recipiant.

Don't use your goblin rocket boost racial during the flight or you'll pretty much be dead as soon as you land.

you have to use the rocket boots to get there. if you simply walk there, the question mark over hobart, which does not show up on the map, will remain grey.

the pins are wrong on the map, the quest giver is the coach over by Oostan

The quest giver is located at 51.8, 47.1 at the beginning of the mountain pass leading to Oostan. Take the quest, click the boots in your inventory, and complete the quest when you land.
