For those who cannot find him, he IS NOT inside the tower, he is outside standing very close to the sitting orc Bort.

Don't do like me and spend an eternity looking for him inside the zeppelin tower/on top of it.

Easy to miss now with the Lunar event too because he is surrounded by lunar npcs.

In *my* Org Bort was walking around, not sitting but Snivel was near the tower he walks near (the one with the zepp to u.c). Look for Snivel in the group of 3 Lunar Festival Heralds closest to the tower; he kind of blends in with the one wearing green and more or less facing you if the one in red is on your right.

Blizz has apparantly fixed the problem where he was once inside a Tauren Lunar Festival NPC. He's now standing right next to her - still a bit hard to find, especially since the quest text leads you to believe that he'd be inside or on top of the tower. But he's there :)

I use the quest help that the game has tied to it. THAT WAS NO HELP. If anything it made things worse. Don't go by the quest helper if it show the place you need to be is at 56, 69 that so wrong!
As for the Zeppelin tower you want. Its the one that goes to Stranglethorn Vale and Tirisfall Glades a.k.a Undercity.

Here's what you do: go inside the Zeppelin tower (Stop do not go up) turn around, walk back to the entrance. Now poke your head out and look to your left. If you push the key 20 times you should run right into Snivel Rustrocket the Goblin NPC you've been looking for, for this quest 51,66/56,75

Finding this one was crazy. It was much easier after I read the comments. He is still a bit hidden with the festival folks but I did find him after initially giving up.

What I did was headed to the tower typed /tar snivel then put a raid icon on his head and found him by the lunar festival outside of the tower

Is anybody having trouble finding Snivel now? He used to be by the Lunar Festival envoys next to the Zeppelin Tower but now he's disappeared. Not sure where he went...

After the Lunar Festival, Snivel is sitting alone in front of the boxes to the right of the door on the Zeppelin Tower for Undercity and Stranglethorn Vale. He is a Goblin if you weren't sure.

As a couple of commenters have said, the easiest way to find him is /target snivel. He's near the zeppelin tower, by a stack of crates. During the Lunar Festival there's a herd of Tauren Celebrants around him, which makes him hard to see. But once you target him he stands out like a neon sign.

If you have trouble finding him even with the help provided by MrCigara and ulletuss, type /tar Snivel, look at the minimap, you should be able to see him and talk to him for the ledger.
