In build 4.0.0.12644 there is a lot of "Invalid target" messages and it's hard to see in the water. Look for sparkling guards, those ones can still be rescued.

By turning Liquid detail to the lowest you can see very far from the surface, but It's way faster just to swim around in the blur and aim for the sparkles.
