You need to be close-ish to the fire to make the horn work; I couldn't do it on the other side of the monuments.

Hrothgar's Landing is the island located off the northern coast of Icecrown.

When Hrothgar spawns, he'll first appear on one of the Tuskarr statues, and then will jump down to deliver a short villainous monologue. Thus, it takes a few seconds after you summon him before he'll be on the ground and attackable.

7 Step Guide!

Step 1: Get the quest
Step 2:Fly NORTH in Icecrown. Keep flying and you'll find a hidden sea area, and futher north an island called "Hrothgar's Landing" Get on the island and go to step 3.
Step 3: On the Island, fly to the campfire surrounded by statues at "50,15" OR. Press M, and stand at the top of the large runestone near the northen tip
Step 4: Use the horn, the mob will jump from the sky.
Step 5 : Kill the mob = Jobs a guddun.
Step 6: ?
Step 7: Profit!

The kvaldir, seafaring vrykul who raid ships and coastal settlements, have overrun a tuskarr island across the strait to the north. Their leader is a veteran raider, Drottinn Hrothgar, who seeks to control these seas.

With him in power, our shipments and troop transports will never be safe. We will be stranded here at the Lich King's mercy.

Take this captured kvaldir war horn to the circle of tuskarr statues on the northeastern part of Hrothgar's Landing and use it to challenge the kvaldir leader.
