i'm quite certain i never saw him doing the previous quests in that circle area and didn't pull him up using /tar when i was on the ramp... soon as i stepped out into the area he seemed to materialize for me, presumably he's triggered by someone w/the quest stepping out there.

This can be a wee bit tricky to pull off due to the combatants all over. A few tips :)
The best spot I found was to stand by the stone pylon on the west side next to twinky and wait for him to path over by it. The words 'watch your back' really apply if any of the combatants aggro onto you because they WILL throw you off the ledge completely! Keep any fall savers you have handy (levitate, cloak, bubble, slowfall, etc)
Once you get him pulled off by himself you're golden, just burn him down and again watch for the other mobs, if you get an add be sure to face your back towards twinky and beware any moves you have that cause your character to turn on its own like ~~steady shot~~, penance or mind flay.

Instructor Hroegar is phased by Blizzard's new fancy technology so that he is only visible to people with the quest that are standing in the circle / ledge.

Note that the npc that gives this quest is directly across from Thane Ufrang for the Shadow Vault Decree quest. This is the cave like place over looking the Savage Ledge.

A prerequisite to getting the quest from Vaelen is the If He Cannot Be Turned chain from Baron Sliver, which ends with Shadow Vault Decree. And a prerequisite to THAT chain is the It's All Fun and Games chain, also from Baron Sliver.

something that no one has mentioned yet, is that when you engage him in combat he says "I will take pleasure in gutting you" which is a quote from the movie "The Rock"
Found it amusing as that's one of the more funny scenes in the film.

As mentiond above, he patrols in a counter clockvise circle.
Remember to pre claear the area at which your going to fight him.

What I did was actually position myself near the dancing troll and pull the instructor from there. I was able to kill him but I pulled adds and died. Luckily though you appear across the mountain on a gryphon so it was a simple matter of flying back over, rezzing and looting the corpse. I then flew into the lair avoiding the mobs just outside, was demounted and I turned t he quest in.

lol I was lucky when I did this quest: a hunter was farming frostweave cloth at the time, so I pulled him with no problem. lol

The first time around I tried doing this quest (I found him circling through the combatants) but for some reason he had green letters over his head as a friendly and I couldn't attack him but he still attacked and killed me. When I got back to rez then he appeared in red letters, weird. Don't know if this happened to anyone else but I was confused on why that happened (thought maybe I was missing something to be able to do the quest).

As of version 4.3.4 you do NOT need to be on the quest Shadow Vault Decree to pick this quest up.

I was able to pick this up as a last quest when I had done every other quest available in Icecrown.

This mob can spawn as friendly. I attempted to drop, then retake the quest with no improvement. I read then attempted to pull him and some mobs and AoE, and this did damage him even though I couldn't target him directly. I had a friend join just before the mobs I pulled killed me who had the same issue.

When I ran back and resurrected, my friend still showed him as friendly while he had become hostile to me. I killed him by myself and my friend was able to loot the body.

In brief, either use non-targetted AoE or die and run back to fix this quest creep.
