You must complete this quest to be able to enter Dalaran from the portal below. Alliance queststarter is in Valiance Keep in Borean Tundra while Horde queststarter is in Agmar's Hammer in Howling Fjord.

15,42 is the location in Crystalsong Forest, in case you get lost :)

Unfortunately, if you fall out of Dalaran without using the crystal there, then you are unable to complete this without help from a mage or warlock. If you try using teleport below in Violet Strand first, you get this message:

"This teleport crystal cannot be used until the teleport crystal in Dalaran has been used at least once."

The mages in Borean Tundra and Howling Fjord are not the only mages that can start the pre-req. This is not confirmed, but I think you can get it from a mage in any major place(like Valgarde for Alliance in Howling Fjord, or Warsong Hold for Horde in Borean Tundra) in Dragonblight, Howling Fjord, Borean Tundra, Grizzly Hills or Zul'Drak. Keep in mind you have to be at least 74 first though.

I just did this quest as a level 68.

Just did it with my 70 Priest who got ported into Dalaran before.
I walked up to the quest giver, got the quest, ported down and back up, quest done.

i can click on the quest lady, but after that i click on the crystal and nothing happens.
I can see something loading but i don't telport to the Violet Stand
Can anyone help me?

The crystal in Dalaran in on the bottom floor, next to the Quest Giver. Dont be an idiot like me and run around looking for something thats right under you nose.

I got the quest, ported down, ported back up, and it's not giving me credit for having used the portals. Any idea why?

Archmage Celindra at The Violet Gate in Dalaran wants you to use the Teleport to Violet Stand Crystal and the Teleport to Dalaran Crystal.

Just in case you don't already know, you can use the crystal on the platform behind me to teleport to the Violet Stand in Crystalsong Forest beneath Dalaran.

Correspondingly, you can use the crystal at the stand below to return to the chamber above me.
