Quest is completable in heroic Shattered Halls. The groups that the Centurions are in are usually skipped on Heroic, but if you have a well-geared group that's not interested in regular mode and possibly any enchanters looking for the Savagery enchant (the same Centurions for this quest drop that recipe) then it's definitely worth doing.

I know no one really does these dailies much anymore, but they are kinda fun to solo at 80, especially if you doing a rep grind.

These Shattered Hand Centurions are just past mid-way in the Shattered Halls instance, in an area named the Sparring Halls. Subsequently, they are found in small pockets watching two pairs of Shattered Hand Gladiators fight, so you'd have to kill all five once you got in there to start killin'.

Nether-Stalker Mah'duun has tasked you with the deaths of 4 Shattered Hand Centurions. Return to him in Shattrath's Lower City once they all lie dead in order to collect the bounty.

The blood of the centurions of the Shattered Hand clan is what I seek. You will find them within the Shattered Halls of Hellfire Citadel.

If you want the bounty, you will not return until you have slain them all.
