I was wondering if anyone could tell me the type of boots he is wearing. They appear to be red and wider than your average boot or shoe. Also could anyone recommend a sort of cloak or cape to match them?

This NPC is named after Vrakthris, a GM of WoW's Customer Service forums. Vrakthris is Oceanic and taller than your average human. His avatar appears to be taller and paler than your average human, wearing a cape which is white and looks longer than your average cloak or cape.

I think he bought it in Stratholme, it looks pretty cool.

I heard that the Mining Picks he sells are made of birch and their handles are longer than the average Pick or Hammer. Can anyone confirm?

He repaired my gear the other day, it was pretty cool too, I couldn't help but notice it all seemed whiter, and longer than your average helm, shoulderpads, chestpiece, bracers, gloves, pants, boots, fist weapon, sword and gun.

Presumably deceased in current Stratholme due to the theft of his cape by a gargoyle. Thus he is paler and deader than your average human.
