As horde this is much better than coyote steak at the same level you can fish many places and get these. I got Ole Crafty grinding these in Org so it may be worthwhile.

Just updated the fishing guide at http://wow.allakhazam.com/wiki/Power_Leveling_Fishing_AND_Cooking_%28WoW%29 as Longjaw mud snapper and Brilliant smallfish can no longer be purchased in orgrimmar. You will want to buy them from the cooking / fishing suppliers in thunderbluff if you're horde.

I have purchased it several times. It is sold by the fishing suppliers in the cities, not the trade supplies or others you would expect it from.
