These fishes aren't needed for anything. They are just rare (and big!) fishes which can be held in off-hand.

I fished one in the Hillsbrad Foothills, the river east of Tarren Mill. So no, you do not need to be in a city to get one. All of the listed locations should work. Not that you would really want one for anything other than looks.

OMG! Just a little while ago, I was running a guildmember through the Deadmines, of all places .. . and I teasingly stopped to fish while they were looting, and lo ad behold, first cast, I got one! I hadn't ever seen them before, and their silly, but, g, it's fun! :D
