Because there's something called item budget, and the "cost" of one point of stamina is lower than the cost of the other base stats. For example:

People's exhibit A: Gems:
Strength/Intellect/Agility
Stamina
Amount of stamina present compared to the other stats: 50% more.

People's exhibit B: Ring enchants:
Strength/Intellect/Agility
Stamina
Amount of stamina present compared to the other stats: 50% more.

People's exhibit C: LW wrist enchants:
Strength/Intellect/Agility
Stamina
Amount of stamina present compared to the other stats: 50% more.

Evidently, this flask isn't as valuable to tanks as the other flasks are for healers and dps. Which is why it should be brought in line with the others by bumping it up 50%.

But that's just what I think.

Edit: Instead of just downrating, present an argument explaining why I'm wrong. I thought my suggestion was perfectly logical, but clearly some people do not, and I'm curious as to why.

This flask gives;

For DKs: 3531.6 Hp

For Paladins: 3450 Hp

For Warriors: 3450 Hp

For Druids: 4125 Hp

Consider heroic geared tanks have about 100k Hp, it really isnt that much.

However, if it got bumped to 450 stam, it would give;

For Dks: 5297.4 Hp

For Paladins: 5175 Hp

For Warriors: 5175 Hp

For Druids: 6187.5 Hp

An increase of about 2k hp, so still not that much, little more than a drop in the ocean.

I am unable to train to make this flask, it shows on wowhead as only being trainable for horde at Orgrimmar and Dalaran.

I checked Thunderbluff, Undercity, Dalaran, and Orgrimmar. No trainer has it available and I am over 500 Alchemy (Transmute spec).

Another thing I noticed is that wowhead shows that all Alliance trainers in all cities except Shattrath allow you to learn it but only Org is listed for horde yet Org trainers dont seem to have it available.

If anyone knows where Horde can train this or if it is presently bugged for Horde Alchemists if they can post a comment perhaps. My tank would really like to start using this flask for heroics.

Prismatic Elixir + Elixir of the Master is a very good alternative mitigation set up if you find this flask underwhelming.

Elixir of Deep Earth + Elixir of the Master = more EH than the steelskin flask.

I agree with both Prismatic Elixir + Elixir of the Master OR Elixir of Deep Earth + Elixir of the Master as stated above.

I understand about the loss of effect because of death but I compensate because these elixir combinations provide sustained benefit throughout the entire fight, where the +STA flask on its face only benefits near-death escapes.

I would love to see the flask of enhancement give even 80 stam or the 120 (number comparative to enchant ring bonus etc) but I see that developers view this as imbalanced to do so.

In 4.1 this has been buffed to 450, as accorded by its stat budget.

have to agree that this flask is very underpowered.

look at the reagents it needs 8x of each, eventho the effect persists through death but i rarely find anyone dies 8 times unless u're in a arena or bgs so.. its better to use those reagents to make 8x elixirs instead of one flask.

this need to be buff to at least 600 stamina which i still doubt anyone would use it in a important/big fight.

You also have a chance of receiving this item in a Satchel of Exotic Mysteries. You can get the Satchel by que'ing for a Cata Heroic Dungeon by yourself only when the Dungeon Finder shows that you can get the Satchel.
