Using Scorch spam on a target dummy, these are the durations it took for a second proc (stopwatch was started immediately when first proc occurred):

1 minute 25 seconds
2 minutes 7 seconds
1 minute 21 seconds
1 minute 18 seconds

Sometimes it takes a good 30-45 seconds to even get a proc though when you first start casting, so I'm going to go ahead and say the internal cooldown on this trinket is 60 seconds. That is, this item can only proc once every 60 seconds, but the 10% proc chance makes it take much longer than that.

The item can only proc during the initial cast of a spell, not by periodical damage. And the proc seems to be just about any spell, I procced it casting Power Word: Fortitude. Tendrils of Darkness is the proc (for the heroic item version) with an Earthroot icon.

During a fight, after initial proc, it will proc about every 1 minute 30 seconds. So, it's pretty much designed just like any other clickable trinket buff with that kind of cooldown, however, just gives the player one less thing to worry about since it happens automatically.
