Originally this recipe was Alliance only. Later it was added to a Horde vendor to allow Horde to easily gain access to the recipe as well.

In a ironic turn of events, the Alliance quest which rewarded this recipe has since been removed from the game, and the recipe is no longer available to Alliance players.

Currently you will either have to pay a mark-up on the Neutral Auction House (if someone is even bothering to list it) or create a horde character and run to that area (earning enough silver to buy it in the first place) then head to ratchet in order to sell it to your own character.

I had to keep talking to both of the vendors at the crossroads before it showed up in one of their inventorys. It was only about 5 minutes. I just kept activating their trade screen and it finally showed up.

For the alliance, this recipe can be quested. Alanndarian Nightsong in Auberdine gives the "Easy Strider Living" quest from which you can get this recipe.

The Merchant's in Crossroads name is Tari'qa

The Trade Goods dealer at the crossroads also sells it, which is very convenient. There are lots of striders right outside the Crossroads, and the innkeeper there sells Shiny Red Apples - the second ingredient.

But if you're Alliance and you AH the quest, you'll have to buy it from Horde later to complete your collection. Unlike most recipes that come from quests, you can't buy another copy of this one in Stormwind.
