Just picked up one of these via the low level Random Dungeon things on my level 30 mage

Unfortunately, they're BoP so... And they have a random enchant so its luck each time.

I got "...of the Champion"
+5 Strength
+5 Stamina
+5 Defense Rating

So not bad if you get one as a low level tank I guess...

Just Received one of the Battle with stats of:

Strength:7
Stamina:4
Critical Strike Rating:3

So pretty much an Excellent Melee Dps Necklace, and from my view a VERY good twink neck.

Looted from the version of the Satchel of Helpful Goods you receive after completing a random dungeon of level 25-34. All classes can loot this necklace; unfortunately, it seems casters can receive melee stats and vice versa. Versions I've seen include:

...of the Champion (+5 Strength, +5 Stamina, +5 Defense Rating)
...of the Bandit (+5 Agility, +5 Stamina, +11 Attack Power)
...of the Soldier (+5 Strength, +5 Stamina, +5 Critical Strike Rating)
...of the Sorcerer (+5 Stamina, +5 Intellect, +6 Spell Power)

There are more that I've either forgotten or simply haven't seen yet.

Just found a Silken Cord Amulet and thought to myself, "Not bad. Almost 4 gold for this."

Then, I remembered that this necklace (Tumultuous Necklace) Sold for the exact same amount... Coincidence that they have the same icon as well?

This must be a rare find in a Satchel of Helpful Goods thing because out of all of the times i try i only got one and it was the : ...of the Soldier one.

As not discussed before, I currently have a 25 rogue with turned off xp to gather some good gear for the last few levels in 20-29 bracket.. And I don't seem to be able to get this yet? However, I DO seem to be able to get the gloves version already.

So according to the fact that I can't find any information about when (what lvl) these items become obtainable for you, here's my question: At what level can you actually obtain a Tumultuous Necklace out of your Satchel of Helpful Goods?

10 random enchantments to draw from and only 3 enchants suitable for casters (with only one giving spell power). No wonder it's a pain trying to get a caster necklace. I've so far gotten 15 melee dps necks from the bag.

Feels sort of disproportioned that only 1 necklace out of 10 gives spell power for casters when melee classes get AP from str or agi. And the melee necklaces don't exactly suck for tanks at these levels.

The necklace drops from the same satchel as the gloves, namely any instance with a level bracket of 25-35 (i.e. gnomeregan, SM graveyard, SM library, Razorfen Kraul). I guess you just got unlucky with only getting gloves from your satchels. I'm assuming your rogue often gets put in lower level instances, where the satchel only contains capes and belts. To reduce the chances of this happening, group up with a slightly higher level player (say, level 28) and select a random dungeon. The lower level instances will be too low for your friend, so you won't be placed in them.

I'm a level 24 twink looking for this item
But never get any Neck or any Gloves for that sake.

On WoWhead the is a level 24-34 item, and in this quote you say that you can get it from Random Dungeon runs.

is a level 24-34 Zone, and is a level 26 - 36 Zone.

If i have to conclude something, i would say the & requirement will be level 26, and not 24, since you can not join any Random Dungeon at before you are level 26, and is the first dungeon you can join after .

On both the WoWhead page for & Quick Facts don't state any level info,
so i think people get confused what level you can obtain the items, cause they look for the requirements.

I did follow a guide who tells this item is Bis=(Best in sloth), and maybe even the writer of this guide got confused over the WoWhead page he used for his guide.

So lastly:
Can anyone confirm my conclusion?

PS. If you have to blame anyone don't blame WoWhead, blame WoW for their misleading tooltip.
PPS. But it would not hurt anyone if WoWhead posted something like:
Req. 24(26) in the Quick Facts.
