It seems as a feral druid tank, this ring (Yes, the 277 exalted version) is a marginal upgrade over Band of the Twin Val'kyr, if even an upgrade at all.

Comparison to Band of the Twin Val'kyr:

First of all, changing a blue socket to a yellow means the loss of the socket bonus for most tanks who care for stamina. That's only a loss of 6 stamina, but the rings are close enough that it can make the difference. For druids in particular, the increase in defense rating doesn't do much, and dodge rating is inferior to agility.

Then comes the armor... The 2400 armor proc lasts for 10 seconds. This means that with about a 45 second cooldown (I'm guessing here, any corrections?), the average armor on each ring comes out to be about the same. However, the proc is uncontrollable. You might get lucky and have it proc while you have three stacks of impale on heroic Gormok, or you might get it early on the fight when you only have one. In this way, the static armor on the Band of the Twin Val'kyr is more consistent and less spiky (healers do not like spikes in damage).

Unless I'm really looking at this wrong, I think I'm going to grab the dps ring for kitty spec.

Skrom makes some good points.

As a feral tank, the two rings I was using were Loop of the Twin Valkyr and Clutch of Fortification. For a fair comparison, I'd be comparing against Clutch of Fortification, which is also a Str/Def/Dodge ring, rather than an optimally geared for feral agility ring.

We have yet to see how things play out in heroic mode ICC, but through Ulduar and TOC they key thing for a tank to be able to do is survive a burst of damage, with a secondary aim to reduce overall damage taken and threat as a nice bonus. There are comments suggesting the aim is to reduce the burst potential, but I'll wait to see heroic modes before judging that.

Avoiding getting burst down generally means surviving being hit by consecutive melee swings, along with a special attack. Often the special attack will ignore armour, such as the impale example above. Armour wont apply to all attacks in a burst (typically), but makes a big difference to your potential to survive with two melee swings added on.

In terms of the proc on this ring, the potential for a burst of damage to occur when the armour proc isn't up means you can't rely on it for surviving a burst. It will help with overall damage reduction, and will probably proc on the pull, which can help if heals aren't pre-loaded.

Even without the proc, the ring is an upgrade by my estimation on the rings available from TOC, and worth grabbing for a bear tank.

After looking at a decent amount of logs the uptime of the proc seems to be rather low.

As such, the ring (even in it's final version) will be considered 'bad' by most tanks, because we usually prefer consistent stats.

In terms of EH Band of the Twin Val'kyr can easily be called superior while Devium's Eternally Cold Ring totally destroys anything.
Still not a bad idea to pick it up even if's going to end up in your TPS set.

one thing i wanted to add here that some of the commentators seem to forget and that is the fact that this ring has a hit rating contribution, now some might not be interested in that but the fact is hit in both its forms matters and it is one of the reasons why i whould use this ring as a feral tank, it gives me more room to play around with the gear i use for tanking, a lot of people take gear item per item and try to analise it 1v1 but in reality your entire set is the one that gives you the overall stats.

How come this ring has got less stamina than all of the other rings?
2 less than the Wisdom ring
6 less than the Vengeance ring
And a whooping 14 less than the Might ring.
