This might be changing, but as of the PTR:

Only one person can loot this item, if you want multiple people to roll on this item, this will have to be dealt with on free for all. On masterlooter, the one person who has control over the loot (not the lootmaster, but the person who can loot the gold or any items below the decided loot threshold) can take it. If that person is not on the quest, the item can be looted through the free for all system. First one to take it has it.

Know that this was on the PTR. I will not claim that this will be the same on live servers.

Its a quest item just like https://www.cuckhead.com/cata/item=49869, everbody on the quest can loot it i suppose.
LootMasters like warlocks cant even see the quest item, so they have no control over neither, rotface&festerguts blood.

item available to 1 person per drop. its autolooted to someone on the quest, not assignable by ML.

killed Festergut. I was not the first to loot the corpse but when I checked it, there were the normal item drops and a blood. Raid leader (a warrior) afterwards checked the corpse and looted the blood. Killed Rotface afterwards and for some reason no one was able to see a blood on the corpse. Put in a ticket so will have to wait and see what they say

Both Quest item (Festergut's Acidic Blood&Rotface's Acidic Blood) can be lootable by one random person in raid who has The Sacred and the Corrupt quest in their quest log. Cannot be ML and Cannot be seen by all person who has quest.
Edit : Fixed Blue Post; Rotface’s acidic blood and Festergut's acidic blood now function appropriately through the use of the group looting and master looting systems.

So only 1 blood per ID on Rotface and Festergut, with more than 1 person in your raid group having the 25x saronites kinda annoying :/ .

Alright so the blood can now be masterlooted, but what if the masterlooter isn't on the quest? Will he still b able to hand out the blood to a player on the quest or will it become a need/greed roll? Could we get any conformation on that part?

its pretty silly that only 1 blood drops per week, and only 1 person is able to get it.
getting the 25 saronite is hard enough.

It shouldn't matter much with only 1 pr boss pr week since you will need to get 50 shards anyway, making the entire thing doable for 1 person before all the others in the raid.

And yeah it only drops in 25-man (it's a 25-man raid-quest)

There's some misinformation up there.

When Rotface's acidic blood dropped for us, using epgp, we had to roll on it. Nobody had to drop their quest. Only one person (not me) won it.

It's treated like onyxia's head or the key to the focusing iris. It's an epic quest item, and it gets rolled for and goes to a singular person.

I can only assume this (the second item) is treated the same way.

It doesn't matter if 15 ppl in the raid are on the quest, it should go to a person who is actaully collecting the saronites, and if there is more than 1 guy who is collecting saronites then u should roll for the blood.

Apparently blizzard is full of *!@#$%s who makes you have to constantly do the raid over and over and over if you dont get the loot, because getting a 264 weapon is so hard, you need to wait instead of getting a 264 off a boss anyways, *But its worth a legendary weapon chain* Oh, So I finish it, get my 264 weapon, and work my balls off some more?.. Its really worth it, Yes, but Blizz could at least make it take a bit less time...

Although this might seem obvious, I can confirm it does drop from both normal and heroic 25 man Festergut

It does NOT drop from heroic 10 man Festergut
