After killing Sartharion <The Onyx Guardian> it drops

Satchel of Spoils - x5 Emblem of Heroism (10 Man)
Large Satchel of Spoils - x5 Emblem of Valor (25 Man)

there is gold looted also just to note,

so taking a wild guess i belive it will reward the person who opens Sack of Ulduar Spoils

x5 Emblem of Valor on 10 man
x5 Emblem of Conquest on 25 man (note: most probs be named "Large Sack of Ulduar Spoils")

I would assume only the person who recieves the bag gets the loot inside of it. This is the same way the Satchel of Spoils from Sartharion works.

It would make sense that only the person completing the quest would reap the rewards of the bag... And to be realistic, by the time you get this you'll probably have several people in the raid who have been on this quest chain just waiting for the kill of that last hard-mode keeper anyway.

As of the currency change of 4.0.1, this now gives you 80 Justice Points.

Edit: This was at level 80, it's possible you gain more or less depending on your level.

Wrath of the Lich King Classic
Sack of Ulduar Spoils and Large Sack of Ulduar Spoils now drop Emblems of Conquest instead of Emblems of Triumph.

Looks like some people got a lucky 5-10 Emblems of Triumph if they won both bags, well ahead of ToC. Who knows how likely it will be for Blizzard to claw those back and exchange for Conquest.
Any question from older comments as to if the 10 man version gives Valor or Conquest is resolved.
