It seems that you must stay in the town where you received the quest to get the fragments. I took the quest in Razor Hill then moved to Bloodhoof Village where none of the eggs I picked up there contained a fragment.

I dropped the one from Razor Hill then picked it back up in Bloodhoof Village, every egg thereafter contained a fragment.

100% droprate from bright colored eggs as long as long as you're on the quest.

I had collected 80 unopened eggs, opened a few during the quest on other side of the inn and got no fragments. Abandoned it and re accepted and opend them in front of the quest giver and still did not receive a fragment.

Edit: Never mind turns out you can't collect the unopened eggs then take the quest and open them and get a fragment :(
