This glyph has nothing to do with burst threat at all.

It's a compensation mechanism for Devastate losing priority in your tanking rotation. Between the massive damage available from Revenge, as well as its ability to proc Sword and Board, you will be prioritizing it above Devastate. Shield Slam, obviously, is the number one priority.

You can generally count on Revenge being lit up every five seconds and Shield Slam up at least every six seconds. As such, Devastate will fall into the rotation when both Revenge and Shield Slam are on cooldown. Depending on Sword and Board proc streaks, you can wind up with a mob only having one or two applications of Sunder Armor. This glyph ensures that you will get four to five applications on.

In light of the lower usage of Devastate, this glyph winds up being clearly superior to the Glyph of Sunder Armor, excluding obvious scenarios of lower level tanking, where you don't have Devastate, Sword and Board, and/or Shockwave available.

It has been mentioned that since 3.0.2, Devastate no longer applies threat from the Sunder Armor application anymore. I went to do a test on it by creating the following two macros.

I went up to two mobs in Terrokar Forest and auto-attacked one of them while using the macros on the other mob to ensure that my Devastate or my Sunder Armor would not cause my character to auto-attack the mouseover'd mob and generate additional threat.

Did two fights, one using Sunder Armor and the other using Devastate and I can confirm that Devastate no longer generates additional threat from the Sunder Armor application.

Using a low level common(white in name) sword(low DPS to see a more significant difference in my threat values), my Devastate generated around 400 threat, while my Sunder generated around 600 threat.

Will be posting this on the level 50, 70 and 80 Devastates as well as Glyph of Devastate.

In Mists of Pandaria this glyph has changed.

OLD: Glyph of Devastate - Increases the critical strike chance of Devastate by 5%.
NEW: Glyph of Heavy Repercussions - While your Shield Block is active, your Shield Slam hits for an additional 50% damage.
