Enhancement shaman and rogue neckpiece for sure. A hunter could put it to good use as well, but the expertise does nothing for him.

As a hunter, I would never take this over a melee class, considering https://www.cuckhead.com/cata/item=40065 also drops in Naxx 25 (shared drop from several bosses), and is better overall unless you need expertise, which is a useless stat for non-melee classes.

Most people might want to wait for https://www.cuckhead.com/cata/item=39421 to drop, at least if they're competent enough to kill Kel'Thuzad. The only reason I'd see to choose this neck over https://www.cuckhead.com/cata/item=39421 is the expertise rating, which, if you need the expertise, by all means, take this.

If you're an enhancement shaman this is one of the best necks you can get. Don't let the ilvl of 200 make you consider replacing it with just any 213 neck.
