Considering the req. level, dps, speed, stats, and it's Boe, this seems like a good choice for a hunter and maybe a DK depending on playstyle. This also depends on how much it will cost depending on the droprate and if your willing to spend money on a leveling weapon.

First off, the screenshot submitted by Gahzirra is NOT the graphic for this weapon. That's just the generic graphic for like 80% of all Northrend green axe weapons. The screenshot I have submitted is the real one.

Secondly, this is not a really good Deathknight weapon. I saw it on the AH for 90g, so thought I would bite the bullet and check it out for Death knights. Compared to the Axe of Frozen Death (which is a quest reward you can obtain as soon as you get to Northrend), this is a trade of 550.8 less Health you get from the Axe for 22.3 more attack power and .91% more crit with the polearm.

However, we must consider the Rune of the Fallen Crusader and Blessing of Kings. You will get more raw attack power out of the Axe because Strength is boosted and Attack power is not.

The axe also has better Hit and Parry chance coming from the Strength, which is really vital for soloing / tanking.

Now, the only Death knights who might want this are Unholy Knights who are talented for Wandering Plague. My crit chance jumps from 17.21% with the axe to 20.42% when I put on the Banner Slicer. The extra 22 attack power will also boost all your spell damage, but again, more STR would boost it even more.

In short, this isn't really an upgrade for a Death knight. It'll give you more crits for DPSing in a group if you are Unholy, but it's not going to make a significant difference at this level range. It won't help you solo quests anymore than the Axe will.

There is better stuff to hold out for, like the De-Raged Waraxe, which is also a quest reward.

I'd personally not waste money on this thing from a hunter standpoint due to the fact at level 75 you can get the Icier Barbed Spear ( https://www.cuckhead.com/cata/item=41815 ) from the Amphitheater of Anguish quests in Zul'Drak.

This polearm visually matches nicely with the Demon Stalker Armor set for nostalgic hunter types.

Looted this yesterday from a Silverbound Treasure Chest in Netherstorm, a bit odd considering this has a level requirement of 75 and Netherstorm is a level 67-70 zone.

I just had it drop from a Maplewood Treasure Chest at 56,26 in Dragonblight. Probably will sell on the AH for Transmogrification...

No actual benefits against banners. Tested against three different Alliance battle standards (WSG, AV, EOS) and recount showed no DPS increase whilst targeting them. I'd have been expecting an on use ability such as Use: Slice target banner but I suspect that Blizzard wouldn't want to be seen to be condoning acts of petty vandalism.
Also probably a direct reference to the well-known song 'Your polearm, my face - blood on my sliced banner' by the German prog-thrash band Mein eyes.
