It can be fished.

It seems to function like a mana potion. It's very strange though since its fished from a lvl 70 zone (Isle of Quel'danas), yet gives the same amount of mana as a lvl 30 potion.

It seems to share cooldowns with potions or healthstones - this shared cooldown seems to fluctuate with each PTR update.

I think it's meant to be used for a quest or something else. There are other consumables with dual purposes, like Charged Crystal Focus in Blades Edge. This fish might have a use in a daily quest.

Luminous Bluetail are no longer caught directly by fishing - they can only be found within Bloated Giant Sunfish. However, Luminous Bluetail now share cooldown with warlock healthstones and not mana/healing potions.

2.4.2: These will be a bit harder to get as they will only come from Bloated Giant Sunfish but they will no longer share a cool down with mana pots (instead, Healthstones, etc.)

As of today (4/26/08 & 2.4.2) I caught 8 of these all by their lonesome off the main docks in QD. I also caught 4 Bloated Giant Sunfish which netted me: seaweed, terecone and darkclaw lobsters.

As noted by NuSkooler above, I missed his post initially.

On the Public Test Server for 2.4.2 build 8278 the Luminous Bluetail appears to have been removed from the Isle of Quel'Danas. I seem to recall something in the original patchnotes about the cooldown being moved from the potions to the healstone for the use effect. Now the notes are gone. Here are the results of my sample:

246 Giant Sunfish
39 Jaggal Clams
21 Bloated Giant Sunfish (one Luminous Bluetail inside)

There is also a separate 2 minute cooldown for drums, one type being drums of restoration.

If you were using/planned on using this over Dark or Demonic runes, you may want to try out Night Dragon's Breath, which is easily farmable from Felwood if you care to put in the time to find the plants.

If you get a bloated sunfish, and then get one of the luminous bluetails' inside, then does that count as two for the achievements 5,10,25(etc.) fish?

Just caught a Bloated Giant Sunfish with 2 Luminous Bluetail inside at 53.8, 28.2 in coastal Isle of Quel'Danas.

Although this little fella counts towards Tastes Like Chicken you can only "eat" him if you are a mana-user.

It has same cooldown timer as potions ;/

so either use the fish for 455 to 585 mans or a Super mana poton and get 1800 to 3000 mana

That one can't cook them and as is typical of cooking double the value of mana gained.
