If you don't have the amazing luck to get this piece for Transmorgification, a cheap and easy alternative is Azure Silk Vest. Its blue instead of white, but is just as sexy and goes just as well with the Black Mageweave Leggings. A good shoulder item to pair with these are ones like Double-Stitched Woolen Shoulders. Add Black Mageweave Boots, Black Mageweave Gloves, a halo helm like Headdress of the High Potentate, and a simple weapon/cloak like Sturdy Quarterstaff/Chief Brigadier Cloak, and you have yourself the perfect sexy Transmorg set!

This looks very much like Bloodsail Shirt but without the puffy sleeves. A shame really, I prefer the sleeves on the Bloodsail Shirt. Of course this item can be used for transmogrification, whereas the Bloodsail Shirt cannot.

The best place for farming this beauty is by farming The Stockades in Stormwind City. Had it drop for me after a couple of runs and had a player buy it from me for 15k gold.
