Netherstone is at 50.0 18.8-just above the Ruins of Farahlon, near the big crystal on the carbonite map...

It is possible to fully explore this zone without the use of a flying mount. The only hard area is Socrethar's Seat in the northwest, but if you either have a ground mount (done with epic, I don't know if normal mounts will work) or a slowfall buff of some sort, you can jump onto a floating purple rock near 35,20. Note that this jump will take about 80% health so make sure you're fully healed first. From that rock you should be able to make a second jump towards the vertical terrain surrounding Socrethar's Seat and as you hit the wall and fall you'll get it explored.

I had a bunch of trouble finding Forge Base: Oblivion. If anyone else is having the same problem, go to the Stormspire and go north-west and it's just right there. Hope this helps. Good luck!
