Millie is the vendor who sells Mechanostrider mounts, right in the depot by the quest giver.

Ozzie is in Kharanos by the Warlock trainer near the inn.

Tog is in the little gnomish hut by Kharanos, on the road going toward Ironforge, where several Gnomergon dungeon quests are given.

Or not. But I cant stand, not getting to do this, and not playing the beta, because its got 11 Gig worth of patches to download. Terrible. More running dailies for me, I guess.

Start by picking up the quest A Few Good Gnomes from High Tinker Mekkatorque in Tinker Town, Ironforge.

Part of this quest chain can be completed at level 1. The final two quests, which involve retaking the surface of Gnomeregan, require level 75. Turning in the final quest grants the achievement Operation: Gnomeregan, which is listed as a Feat of Strength.

Ozzie Togglevolt is in a building at 45.98, 48.72 - on the way out of town or into it, is on the after Millie.
Tog Rustsprocket is at 47.30, 53.84, up a hill near the vendor tents.
Millie Featherwhistle isn't far from quest giver 49.13, 47.99
