1500 armor for 12 seconds every minute. That's an average of 300 armor over the course of a fight. I don't know or care enough about the nuts and bolts of tanking to know exactly how that compares to armor patches and glove enchants, but I'm pretty sure it's good. And looking at the average over the course of a fight is misleading; the use of this isn't to trigger it whenever it's off cooldown, but whenever you see a big damage spike coming at you.
To compare it to the latest version of Reticulated Armor Webbing, just by the numbers (700 armor for 14 seconds every minute), it's almost twice as much.

This can be discovered randomly while crafting other engineering items. You can not learn this ability at a trainer.

Doesn't seem to have a backfire that I've noticed...yet. Been using it on my tanking gloves for about a week.
Is it possible that only the belt tinkers have backfires?

Curious if anyone at level 74 and below has been able to "discover" this? On my 70 character I enabled the Cata trial and only did cata recipies from 425 to 450 but didn't find any... I am stuck at max engineering a 450 and while I can keep making cata stuff at 450 and below I can't get any more skill ups in engineering so not sure if I will ever be able to get any of these...

Triggers a 12 cd on use effect trinkets such as Mirror of Broken Images which is kind of annoying

I use these on my Death Knight tank. Although while of course any armor is good armor, in comparing these to the multitude of other defensive cooldowns and self-heals available, this one may be our very weakest (provides about 3% incoming damage reduction, physical damage only, for 12 out of 60 seconds.) Most of our other options have impacts in the 20 - 40 - 50% range, and many of those cover magic as well as physical damage.
Given the lots of other abilities that are competing for fast/convenient keybinds and that are more deserving of considered timing, I've decided to just macro this one to one of my basic attacks and otherwise put it out of my mind. I'm curious if other tanks have found anything more optimal.

The Synapse Springs will now give us as tanks 480 strength, a nice threat boost with a lil bit of parry on the side. This is as of this posting on the test realm patch notes for 4.0.6.

i dont see the point in this item.
im a paladin tank i have 41215 armor wich provides a 61.25% dmg reduction.
using this gives me 42715 armor (well its an aditional 3,6%) providing a 62.10% dmg reduction... so its a 0.85% less dmg taken for 12 sec for a tank like me.
i dont remember how much dmg a boss hits me for, but assuming its about 30k then the dmg reduction is 255 less dmg pr hit. lets say he attacks 4 times in that period of time... that makes an amazing 1020dmg reduced over 12 sec... this will never (well very rarely) be a life saver.
without having tried it i think a tank would be better off with the healing injector

Damage spikes are supposed to be gone in Cata (sans magical dragon breath)
You use this on CD to help with healer mana which is the concern to keep everyone alive in Cata.
Damage spikes are less important, they are no longer the main challenge most encounters are designed around, but tanks still and always will take more damage at some times than at others. Thus, "spikes". Pop this on soft enrages, when picking up more than one add, during AoE damage to take the load of healers, etc. Sometimes that will mean using it on cooldown, sometimes it will mean every 90 seconds or every two minutes, and sometimes it will mean saving it for unpredictable emergencies... just like how tanks always have used defensive cooldowns on damage spikes.
