I have broken down all of the current masteries into two categories: unique, interesting masteries and flat bonus masteries.
Unique, interesting masteries:

Why this mastery needs to be more interesting (tldr: it's boring and should be made fun, like Blizzard promised)
Blizzard’s main reasoning behind the recent talent changes was to eliminate the ‘boring’ talents that, for example, only increased damage by x%. The mastery system was supposed to provide each spec with a fun, unique mechanic that would replace some of the boring talents while still providing a damage increase. I feel that Blizzard dropped the ball on this entire system. As you can see, only half of the existing specs got ‘interesting’ mastery mechanisms; the rest still only increase the effectiveness of certain abilities by x%. In the end, all of the masteries provide the exact same amount of increase (in theory), but I think for the amount of money we are all paying them, Blizzard should give
all
specs interesting mechanisms.

Remember that Lunar Eclipse now affects all Arcane spells (instead of just Starfire) and Solar Eclipse affects all Nature damage spells (instead of just Wrath). Casting Starfall during a Lunar Eclipse is going to be awesome.
Also, if you get
Lunar Shower
and
Sunfire
(currently a prerequisite for Lunar Shower), both kinds of Eclipses will let you do some powerful Moonfire spamming.

28 - 30k crits in ICC are very normal now.
And that is even with not the best gear, so funny. I expect to get 35k crits or more once I get the gear I want.

It's unclear how good this is. Only half your spells benefit from any Eclipse state (Solar Eclipse doesn't buff Starfire or Starfall, nor Moonfire if you skipped the Sunfire talent; Lunar Eclipse doesn't buff Wrath, Insect Swarm, Hurricane or Typhoon). Not only that, but you only have any Eclipse buff about half the time; the other half you're moving towards the other Eclipse buff but not there yet. So this buffs half your spells, half the time. Sucks, right? Well, maybe not, because remember, not all spells consume Eclipse - just Wrath, Starfire and Starsurge. If you avoid casting those, you can stay in Eclipse until you die. Keeping Insect Swarm up is always a good idea, although it only actually helps one Eclipse. Keeping Moonfire or Sunfire up is always a good idea. Starfall and Typhoon have cooldowns, and Hurricane doesn't make sense to use on just one or two targets no matter how high Eclipse is. So if you save your AoE and cooldowns for when you are in the appropriate eclipse, you can probably have the bonus on well over half the spells you cast.
tl;dr version: this mastery probably isn't that great, but looks like it really rewards druids for paying attention. If a balance druid has lots of mastery points it might make sense to run in circles spamming Moonfire/Starfire, even on bosses that don't require any moving at all. Which would be funny but might be annoying.

I'd have to disagree with you, sir. You are correct about only benefitting from elipse half of the time, yes. You are also correct about it not affecting all of your spells.
However, it's totally wrong to say it only affects half of your spells half of the time. With a point in the sunfire talent (which you should have, there's nothing else worth putting that point in honestly), your moonfire DOT will be affected every time. Insect swarm will benefit from 1 out of 2 of the eclipsed states, and starsurge will be affected by either ecplise state because it deals spellstorm damage (read: nature and arcane). Furthermore, your filler nuke will be chosen to be affected by the eclipse of your choice.
From solar eclipse you would get a sunfire and insect swarm affected by that eclipse, as well as 1-2 starsurges (depending on procs) and the balance of wraths (6 or 7, depending on how many starsurges you got). That's an entire eclipse rotation spent benefiting from mastery. For the next 100 solar energy, you would lose eclipse and rebuff your DOT's without it. You would also lose nature's grace at about the last wrath in your solar eclipse. It would about the same amount of time to get to the lunar eclipse as you spent in your solar eclipse (trading 15% haste from nature's grace to 24% chance to double energy gain is about the same). Lunar eclipse is similar, it just takes fewer casts to get between eclipses with starfire than with wrath. The main difference is you lose out on insect swarm benefitting from this eclipse.
I'm not taking into account AOE moves and the like of course, but you can influence those even more obscenely. An all-solar rotation for aoe heavy phases of a fight has you sunfiring, throwing/detonating mushrooms, nevermind hurricane/typhoon, all without consuming a cent of your solar bar and wholly benefitting from the bonus damage that eclipse provides.
I suppose my summation is that you make too much of a blanket statement against this mastery by wording it the way you did. The single target DPS rotation gets close to 50% of the mastery's flat bonus damage as a boost to its overall DPS, possibly more when you consider nature's grace proccing every eclipse. Your wording makes it come off as though you expected it to give less than 25%. You're also overlooking that haste makes eclipse affect your DOT's more thoroughly by causing you to leave an eclipse with more duration left on your DOT's, meaning you dont have to settle for non-eclipsed DOT's for long/at all.

, a spell learned at level 85 that has some limited use for AoE since it takes a while to ramp up.
Solar Eclipse is generally regarded as the best eclipse for AoEing and, seeing it now, also seems best for single-target because it buffs IS, which Lunar does not. However, Starfall may outweigh this, and my druid isn't high enough to test all of this. I'll try and post some vids of me spamming starfall like crazy as soon as my druid gets 69.
