I love how it says for all able-bodied citizens to report to Varian, and then right after that it says they need a trustworthy and proven hero. >.>

Somehow I can't pick this up. I dinged 84 (alliance), but it won't give me the quest. There must be some other prereq.

Edit:
After asking in trade, people say you need to finish certain quests in deepholm to get it.

I lvled to 85 healing instances and have only done a few quests in hyjal, vashjir and deepholm to get the tabards. I've gotten the Hero's call to Uldum but not Twilight Highlands so I'm guessing there is a prerequisite.
