Wrong quest, thats the next step. You need to kill officers they will drop a 'key' some paper that will go into your keyring that lets you open the chests. It seems to be a 100% drop off them if you have the quest.

Open Oberlisk of the Sun Coffer to get a Titan Device Component
Combine 6 Titan Device Components into Titan Activiation Device
Turn in quest

Only the officers drop the codes, not the troopers. I got really frustrated before I figured out I was on the wrong guys!

Troopers also drop the codes, but the droprate is lower. I got 2 codes from the quest to kill 10 Air Troopers.
