When I came back to turn in the quest, he was not there. After some searching around, I found him inside one of the tents at 73, 41.

While the above comment was helpful. I don't have co-ordinates. I did as he said, however, and looked around, and soon found him inside one of the large tents to the North of the camp. I have submitted a screenshot of the specific location. Hope this helps!

Just be warned that his "troops" will still attack you even after speaking to him and gaining his support.

The drop rate of the flanks is terrible, much closer to 20% than to the 38% advertised here: 蜥蜴的肋肉
