Make sure it's Enraged Kodo, because theres alot of Recovering Kodo around.

I killed all the recovering kodos, and then waited. Enraged kodos then spawned.

Killing Recovering Kodos didnt really seem to do much for me. After giving up I went around and found some very out of place Enraged Kodos at 64,73, 65,47 and 58,59, kited them over carefully to the Cenarion Wildlands, and placing the food for credit . You can probably just kill them if its too much hassle and they quickly started spawning frequently.

There's definitely something wrong with the availability of the required Kodo.
I found a couple thanks to Freezy's advice above.
But opted to see if things would be better after server restart.

After server restart there were a few of them in the Wildlands.
Still not a lot though. But I had no trouble finishing off the quest, and riding around a bit found a few more/respawns.
~~The quest would surely be torture if even a little crowding was going on.~~ On further analysis, it seems more players doing the quest hides the problems caused by random meandering. The Enraged Kodo will despawn and respawn closer to their correct locations each time they're fed in the quest.

I also went to investigate the spots mentioned by Freezy here:
* And I didn't see any Enraged Kodo.
* Which implies they don't belong there. (And they certainly shouldn't given the parameters of the quest.)
* It makes me suspect there's some kind of movement bug when they randomly charge around in their enraged state, causing them to wander off to where they don't belong.
* This prevents them from being fed, which calms them before they despawn.
* And the server probably won't spawn new ones unless someone cruising through the zone happens to kill them. (Which is probably unlikely in normal circumstances.)

👉 So there are a few ways to approach this buggy quest:

Find where they wandered off to, and try kite them back to feed.
If kiting proves too tricky, it ~~may~~ should work (see below) to kill them (they're very easily killable despite "elite" status) and wait for them to respawn back where they belong.
Wait for server restart, and do the quest as soon after restart as you can. It's difficult to be certain how quickly they wander off given I don't know when last each individual respawned.
Also, it may help others if anyone spotting an out-of-place Enraged Kodo could put it out of its misery. Additional testing seems to confirm they'll respawn where they belong. And can have a chance to be fed and be happy. 😉
Updated testing indicates they appear to wander in a mainly southerly, and slightly easterly direction. So that's the best direction to go looking.

UPDATED TESTING OBSERVATIONS
I have a couple of characters in this levelling range, so I've been able to check back a few times. These are my observations:

2 days later, there were no Enraged Kodo to be found in the Wildlands.
However, there was one 斯米德·瑟卡布斯库's Roundup location just across the "boundary" south of the Wildlands.
I killed it, and later there was an Enraged Kodo in the Wildlands. (Which seems to confirm my wandering/spawning theory.)
And again, similar occurred with one I found closer to the Magram centaurs.
Much later still I found 3 of them clustered in 斯米德·瑟卡布斯库's camp area. They may still be close to the Wildlands, but this is definitely not where they belong. And it's unlikely any, let alone all of them spawned here. (Which implies their random wandering has a trend that favours the south.)

My experience:

None found when I started the quest, looked around all the spawn location in map and none found.

Start to search something in the internet, bunch of videos/people saying to kill all the Recovering Kodo. Nothing happened, still no Enraged.

Found this link post https://us.forums.blizzard.com/en/wow/t/cata-enraged-kodo-spawning-incorrect-area/1871322, looked in those location, nothing found.

Found this thread, based on GibbleFenwick reply, I found one Enraged at (67, 61), fallen to the other side. Killed it because the item just works in Cenarion Wildlands.

Back to Cenarion Wildlands now there is one Enraged, not at the exact spawn location but near enough to lure and complete one.

After that start wandering a bit to find more at the spawn location and looks like just 1or maybe 2 was spawning at time.

So maybe they have a spawn bug and spawn beyond their boundaries, resulting in stuck ones that will never be killed, if they are limited to just 1 or 2, none will be found in the right location.

Spent about 20 minutes in total on this one quest.
First couldn't find any, so I came here. After a lot of searching, finally found one at 65,7 64, outside the Wildlands, so yeah. Killed it.
After that 2 spawned relatively fast in the Wildlands, after which, nothing. Went on a big search again, all the way through Mannoroc Coven, but nothing.
But finally, found one to the north at 66.7 42.7. And then two had respawned back in the wildlands to the southeast again.

0/10 horrible experience.

Today I found one stucked at 65,7 66,2. Killed, lotted and skinned, then I found 2 enraged kodos at Wildlands.
