The fight bears similarities to the Bloodlord's previous incarnation in the raid instance.
Mandokir, currently the second boss of Zul'Gurub after his resurrection, has moved to an arena-like floor before his older location.
This
is an accurate map pointing to his current location.
On the borders of the arena, in which the fight takes place now, eight
Chained Spirits
are situated. Whenever a person in the group dies, the spirit will fly to the dead person and resurrect them with full health and mana, killing itself in the process. When the dead person comes back to life, they will receive a temporary empowerment. This mechanic is closely tied to another new Mandokir's ability -
Decapitate
.
The Bloodlord will randomly charge people in the group,
instantly killing them on the spot
(the tooltip of the ability says that it inflicts seventeen million Physical damage). This ability cannot be outranged, whether the target hugs the boss or is located on a distance, they will die regardless. The person who dies from Decapitate does not get durability damage.
Each group member's death fuels Mandokir's strength. Once a party member dies, Mandokir will "level up". He will gain a stacking buff which increases his size and damage dealt by 20%.
Mandokir starts the fight mounted on Ohgan, but dismounts it to cast another of his new abilities -
Devastating Slam
. It's a frontal cone ability, which instantly kills everyone who didn't manage to get away in time. When he starts to cast it, each group member will get a warning saying "Bloodlord Mandokir beings to cast Devastating Slam!", and the ground will start rumbling in the place the Devastating Slam is going to hit.
When he starts casting Devastating Slam for the first time he will dismount his raptor, and sic him on the spirits. When the raptor becomes targetable, all DPS should switch from Mandokir to Ohgan and kill him ASAP, because if he's allowed to kill the spirits, people will not be able to resurrect. Ohgan is susceptible to slowing effects and stuns. The Bloodlord will periodically resurrect him, and DPS must always prioritize Ohgan to Mandokir.
When Mandokir hits 20%, he will go into an undispellable Frenzy which increases his attack speed by 100% and decreases the cooldown on Decapitate, so he should be brought down quickly.

I have an enhancement shaman onto the ptr which was very useful as the talent
Frozen Power
rooted Ohgan and slowed the spirit killing which made the fight easier. Also he was immune to the druid's
Entangling Roots
. The idea of the whole fight is 1 person needs to root the dinosaur while the rest nuke the boss as the Chained Spirits will die slower and that means more scripted resses from the Chained Spirits when you get killed by the Bloodlord's Decapitate (see Elireyn's comment) which make the encounter way easier.

This encounter was much easier than High Priest, and appeared to me as a simple tank & spank (I was the tank). You just kill the undead raptor add when it slowly starts making it's way towards someone & get away from the boss when he does devastating slam. At least once or twice, I made it pretty much to the other side of the arena when his slam went off, so you have enough time gtfo of the way.

Around the "arena" that Mandokir is standing in, you'll find a couple big trolls. While you don't necessarily need to kill these trolls prior to engaging Mandokir, we found that it's surprisingly easy to accidentally aggro them during the fight if they're not dispatched. Given the availability of the white cauldron just outside Mandokir's ring, they're easily taken care of. Better to take a moment to get rid of these guys than have to worry about them during the fight.
Because of the way
Bloodletting
works, essentially sapping half of a player's life every 2 seconds, healers will need to show restraint and
not
heal the target until the spell is over. Healing during the spell just leads to more damage being taken and wasted mana. That said, it's doubtful that this fight will last long enough for mana conservation to be an issue - it's a DPS race, not a long, drawn-out battle.
Devastating Slam
is very easy to see, but it seems to be cast in a random direction (it didn't always seem to point at our tank) and it is a fairly wide cone. That means that, if you're standing well back from Mandokir and you happen to be in the middle of the cone, you might have a very hard time getting out of it before it goes off. Staying a bit closer to Mandokir trivializes this mechanic as the cone will be so small where you are that it's easy to step out of. This spell will one-shot anyone caught in it so, if people aren't able to get out of it in time, you can easily use 2 or 3 of your resurrections on an easily-avoidable power.

Is there ever any reason to bother curing anyone who gets bloodletting? As far as I've experienced the only damage non-tanks take is decapitate and ground slam, which would kill them anyway.

This is a reference to the old Zul'Gurub raid instance, where, just as in this encounter, you were resurrected by the spirits. Only now, his mount/pet Ohgan tries to kill the spirits so players are no longer resurrected infinitely! Hence Mandokir not being fooled again.

This may be obvious to others but wasn't to me.
Do not use Hand of Sacrifice. If the person that sacrifice is on gets decapitated you will too, and you may not get rezzed.
I found this the hard way.
Though based on reading some of the comments there is no reason to use it and isn't that much you should actually be healing through in the first place.

On my healer I try to not put DPS up over 25% of their health, and I also let the tank ride low around 50-60% early in the fight when Mandokir has not yet stacked too many levels to deal threatening damage. With the tank it's a "feel it out" thing, because I don't want to suddenly get gibbed with decapitate, and have the tank fall out while I get a res.
I then proceed to add my little bit of DPS to the boss because I'm not really doing much else, and the fight is not mana intense (especially if you get decapitated as a caster, since you come back full mana)
I've gotten chewed out a few times by players for "being fail and not healing" but when it's explained why they usually shut up and let me go with it. The less health they have when they get bloodletting, the less the boss heals himself. As long as the player is a bit above 20k health they will not die to bloodletting. There's no concern about anything else killing your party members because you didn't heal them enough, since everything else is a guaranteed 1 shot.
I think a fight like this is great for teaching healers control, and not just spamming everyone to full. This sort of mentality comes in useful when facing Chimaeron at raid level content.
As disc, my shield does absorb ticks from the bloodletting but I don't know if it stops his healing from it. I don't run atonement but it might be useful for what I do in this fight. Granted, you'll uncontrollably be healing players you may not want to while you DPS.

"A minimum of 2500 health will be leeched". So yes. You'll want to keep DPS and heals above 12500 (2500 x 5 ticks) at the least to avoid them dying to Bloodletting, but not much more than that.

Actually if the ability removes 50% current health, a player at 12500 will die by the fourth tick.
12500 (0) -> 6250 (1) -> 3125 (2) -> 625 (3) -> 0 (4)
To be precise 40016 is the limit.
40016 (0) -> 20008 (1) -> 10004 (2) -> 5002 (3) -> 2501 (4) -> 1 (5)
This is assuming the ability's damage is true and bypasses possibly damage reduction talents, abilities, or buffs, and actually ticks 5 times.
If you were interested in really min-maxing, though, you would probably want to leave people at low HP and just place a HoT on them to tick between the damage ticks, completely minimizing the amount of health sapped, effectively keeping them anywhere above 2500 which would result in a fatality.

I'm surprised nobody has mentioned this yet. When you die and get resurrected, you get the debuff

. This increases your effectiveness by a large margin.
For this reason, it's best to save your cooldowns until AFTER you get decapitated once (possibly twice, if you're the first to go!). Personally, on my arcane mage, I'll pretend I'm in a burn phase and burn my mana as fast as possible, and hope I get decapitated either during, or shortly after. Obviously, keep enough mana to handle Ohgan. Then, once I'm back up, it's gem/trinket/AP/MI and blow him up.

My WoW sometimes freezes or disconnects when he casts decapitate. The problem persists even when all addons are disabled. I've been looking into this problem recently.
They are people reporting this bug on us.battle.net, but I don't see any official reply.

From the healer's perspective:
Easiest fight in the instance. Just don't let anyone die of normal causes. This is fairly easy because each time you die and get rezzed, you get your entire mana stack back, so don't be afraid to spam the heck out of your big heals.
What goes wrong: Really, nothing. Well, nothing you can do anything about. If the party doesn't have any slowdown/snares, you can help with that. Bloodletting killing off people is about the only other thing that will cause you grief.
What to do: Bloodletting isn't a big deal, it focuses on the target's *current* health . Just be sure to wait until the spell is finished (in all but the worst cases) before starting your heal. No point in healing him if half of what you put in the debuff takes out.

will save you from Decapitate. It will save a spirit for another resurrection and forestall Mandokir's
Level Up
buff.

During the fight you will most likely be killed and loss whatever temporary and consumable, so I suggest that you wait until after the fight to take food or potion buffs. Also, if you are eating the floor once the fight ends,
the spirits will vanish, and you will not be returned to life.
This is only a minor annoyance, but its a bit of a boner when you have not way of being revived after the Bloodlord is down and out.

If you are decapitated, resurrected by a chained spirit, and do not accept the resurrection until after the fight is over, you will keep the spirit's vengeance debuff throughout the instance until you die again.

For all the mount farmers out there: You can two man this boss, me as a bear and a shadow priest friend did it. Be just careful to kill Oghan ASAP, and since its more likely for the dps and not the tank to get decapitated (from what I have always seen anyway), the dpsing one of you will get the stacking buff that will increase his dmg with 10% per stack, making it easy to beat the enrage.
I reccomend waiting with popping CD's until he has 80% increased dmg and than when he goes into frenzy at 20% (I used barkskin on the first one, and Frenzied Regen + Survival Instincts on the second one, but he still did significant damage to me when frenzied).
The non tanking person HAS TO pop Dispersion/something big when the tank gets decapitated, you are likely to get mashed otherwise while the tank is ressing.
Bloodletting can almost be completely ignored, just cast a flash heal as it is coming to an end and your health is very low.
