Besides DKs skilled enough to follow the trinket proc and use it to buff up a couple of death strikes, i really have a hard time seeing anyother tank actually use this.

Horrible item it horrible. Protection paladins will have ZERO use for this since they are already CTC capped and protection warriors will prefer something more useful since they will be capped too and mastery loses more than half its value once they are capped. Critical Block is nice but not nearly as useful as stamina, dodge, or parry.
This item needs to be revisited.

To expand a bit on Xpariah's comment, in regards to warriors:
Combat Table Coverage
(CTC)
capping is when you're avoidance
(dodge and parry)
+ Block + 5% inherent boss miss chance
(~7% for Night Elf tanks)
reaches 102.4%.
Simply, it means that every single melee attack is going to be mitigated in some way, whether through parry, dodge or block.
As a Prot Warrior, you should be reaching this stat level once you've accrued a full set of 378's, possibly with a few 391's thrown in depending on specific items and stat allocation.
At this point, begin stacking stamina
(recommended)
while
Always
maintaining your 102.4% cap. Or if you would prefer not to do that, stack Avoidance.

But like Runtime said, stamina is generally a better choice once you're block capped, because physical damage is trivial at that point anyways, so the only thing that will really threaten your survival is unavoidable damage. Heroic Ragnaros is a great example of this... the fight is basically a series of nasty damage spikes, and stamina will do a lot more for you than avoidance (once you're block capped).
In regards to why we simply don't continue to stack Mastery after the CTC cap;

put it best.
One thing to keep in mind is that mastery loses more than half of its value when you hit the block cap and continues to get worse as your gear naturally improves. This is for the same reason for why mastery is so good up to the cap. When you aren't block capped, mastery gets better the more you have, because as you gain more block you are naturally going to critical block more often even it you didn't receive more critical block chance. Then you gain more crit block as well making it alot of damage reduction. The same thing happens in reverse as your gear improves after the block cap. Naturally you will have more avoidance next tier and your block chance will will decrease as it gets pushed off the combat table. So you will start crit blocking less often just because you will be blocking less often. Due to this, I dont see mastery really helping that much past the 102.4% CTC.

I guess it could be useful for a deathknight who times his death strikes for it. Poor for the other three tanks. With three more tanking trinkets that are all quite superior to this, this is not the trinket of choice for any tank. I expect I will replace my Spidesilk Spindle with Resolve of the Undying or Fire of the Deep and replace my Scales of Life with Indomitable Pride.
It's a same really cause otherwise I could see at least prot paladins being able to CTC with mastery gems and double stamina trinkets but this is just a poor trinket.

Please correct me if im wrong, but from what i know this trinket is some serious good trinket for
warrior
tanks, even if they are at block cap already.
more mastery > more chance on critical blocks > less dmg taken.

Very good trinket for druid tanks since we can't cap mastery and it's a stat that gives us the 2nd most EH, second only to agility. Most tanks run with one stamina trinket and one mitigation trinket for the sake of balance, obviously swapping to more specific gear if the fight calls for it. This will be the stamina trinket all bears will want. Even though I think the other stamina trinket from this tier (
Indomitable Pride
) could be better in different situations, because that trinket will be so rare (it's a shared-loot item) and because warriors/paladins will need it much more than us (this trinket is bad for them for reasons other comments have covered) I think most druids should aim for this, at least until your other tanks get the gear they need.
The proc gives over 16 mastery for an increase of almost
65% higher
Savage Defense
absorbs while active. The fact that it's a proc and not on-use does diminish its value a little, but if we're talking long-term EH, this trinket is #$%^ing sick.

Given that it is a trinket from the last raid tier of an expansion, I wouldn't be surprised if its ICD is 45 seconds like a lot of trinkets from end expansion raid tiers.

hold on guys, it's not horrible trinket at all, without it proc my Block is 56.26%, when it proc it's 92.6% = you are almost immortal, it's really really nice and it saves a lot of mana for healers, they dont need to heal you for 20 sec more less ...

Read carefully: The extra mastery effect can be
activated by chance by any your attacks
, in difference to most previous tanking trinkets, that procced on incoming damage. Similar to

(which needs melee attacks however). It means that:
it helps to conserve healer mana throughout the whole fight, as it effectively reduces incoming damage every 45 seconds for 20 seconds
it might be activated while another tank gets hit and you don't take any damage at all … and might be on CD while you get hit again, rendering the proc effect worthless in that fight
it could of course be that it doesn't proc while you're getting hit really hard and need some extra avoidance to avoid your own death – in comparison to "when your life drops below" trinkets, that is
even if the proc "fails" the trinket provides lots of stamina; you still could ignore the proc effect if you just need extra life
Keep that in mind and equip wisely ;)

I did some tests on a dummy in SW to see what the ICD for this trinket is:
1st proc @ t = zero
2nd @ 2:30 (min:sec)
3rd @ 4:33
4th @ 6:44
5th @ 8:51
While this certainly isn't an extensive amount of testing, it appears to have an
ICD of 2 minutes
and procs, on average, once every 2 min 12 sec. Enjoy.

Blood DK point of view- the big use for this trinket is mostly on the begining of a fight, when it will naturally proc and help you get a big shield from the start of the fight as it increase your blood shield by about 100%.
You can also time it to get off CD if you equip it a few seconds (or more then a few depands when you want to time it on) before the pull, as equiping items put them on CD.
All in all it has its uses, but would be so much better if it was on use rather then a proc, as tanks and healers would useally like to control those kind of things.

I'm wondering if this trinket is any good after I hit 102.4. After eating mastery food i am currently at 102.8 in raids. I am using the Fire of the Deep. And the LFR Soulshifter vortex. When it procs it puts me way above cap. So I'm asking when i do get a proc do i benefit from it at all other than the passive stam on the trinket? and same for the fire of the deep when i use it. Currently when this trinket procs i am sitting at 135.23. Btw I am a prot pally 393 IL

All of the below comments seem to only point out the very obvious and how it's BiS for tanks but an alternative use for this trinket and something you probably do not know is that this is one of the best trinkets for frost mages in PvP. I'm not saying this should ever be prioritised to a mage but if no one else needs it, nab it quick.
The 3k mastery proc equals an incredible 40% extra damage on frozen targets, considerably better than the similar Theralion's Mirror that was BiS for Season 9. The only downside however is the stamina base stat rather than int, but with an amazing proc like that, it can be easily overlooked
Aside from that, comparing this to the very popular Foul Gift of the Demon Lord's 1.1k mastery, this provides an almost 3x bigger damage buff for only about a half of the uptime. Considering PvP is all about those few seconds of burst, this completely blows FG out of the water imo

The conventional wisdom is that after reaching CTC warriors should reforge to evasion while keeping unhittable status and focus on stamina. It's crap IMO. Due to the DR on dodge and parry at ~i390 I noticed that I had more value out of mastery even after the block cap. I did the math, then reforged for straight mastery one way and also with max avoidance possible with full CTC. I ran a few million damage past the specs in excel, and I came out with marginally more mitigation stacking mastery.
The net was I had more avoidance, but a lot less critical block and more block on the table. So I got hit less, but harder overall. Damage spikes are harder to heal and reforging out of mastery to avoidance killed my critical block chance. As iLevel increases, this disparity becomes more pronounced due to the DR on avoidance.
If you continue to stack mastery after the soft cap, you will find that for burst damage points during encounters (high damage mechanic + next melee) you can use a combination of shield block and a trinket etc. to push *regular block* off the table, and have incredible mitigation for a while.
