Just killed Shannox on 25 man normal, and got 2 of these. Only one person can get them, regardless of who is on the quest. I'd guess 2 per boss, up to Ragnaros, maybe 3 from him, for a total of 15 per clear.

We downed Shannox today and two dropped. They were both Master Looted to me so I know they are able to be handed out by the raid leader.
The item doesn't say that it's Bind on Pickup but when you look at them in your inventory they are soulbound. I pretty much think these are usable ONLY for the staff quest. Living Embers are used for crafting.\
TLDR
THIS ITEM IS BOP - IT DOESN'T SAY IT BUT THEY ARE SOULBOUND IN MY INVENTORY!
MORE THAN ONE CAN DROP, I HAD TWO DROP

, Though not showing as boP infact ARE. They can be Master looted IF the threshold is rare or lower. They have only been seen by bosses as of now, not trash. These have nothing to do with primordials and are not purchasable with jp, vp, cp, or hp. You want tier 1 staff? RAID!
Living Ember
However, is in some ways similar to the primordials. They also drop from bosses as confirmed in a comment, currently are NOT purchasable on any vendors, are BOE, and used only for crafting.
Keep in mind as far as vendors go nobody has unlocked all of the molten front vendors. It is very possible *(supposition!) that there will be a vp vendor locked away somewhere 2 weeks down the line that will have these for sale. This would allow the truly insane to craft what they want and get it first through spending 8 million gold on ones that drop before anyone else, but then unlock it to the masses a short time after.

Ok so if more than 1 drops can you split them up between people? So if 2 people are on the quest and 2 drop can they bemaster looted 1 to each person? Also I was wondering has anyone seen more than 1 drop off a 10m boss?

One of the 4.2 hotfixes (blue post):
Eternal Embers dropped in the Firelands raid now bind when picked up. Master Looters are only able to give Eternal Embers to players who are on the quest All-Seeing Eye.

As of now information is showing that 25 man can drop up to 3 embers and 10 man can drop up to 1 ember per boss. It does not matter the amount of people in your raid who have the quest.
Also the embers are not trade-able to anyone after they have been looted, but can only be looted by someone on the quest. Master-looter must be set to rare or the embers are bound to one of the raiders who is on the quest.

i would understand the fact that in 25man drops 2-3 embers per boss and in 10man 1-2 or whatever 1 stable.... that meant that in 4 resets considering u clear all bosses u could have 1 person going to next step of quest(10man).... but the 0 drop chance is in my opinion unacceptable and very unfair..... A 25man raiding guild will have in 4 resets 2-3 ppl completing quest and a 10man guild will need 10resets just for one quest complete ( iam basing my assumption to the fact taht we killed 4 bosses {10man}first day and we got 1 shard and hopefully 1-2 more would drop if we were able to clear all bosses.)
In conclusion a quest like this , that concerns a legendary questline should reward dedication to ur guild, and pve raiding rather than plain luck. The luck pattern on a legendary item was tested and failed in past where guilds that killing a given boss for 1-2 months had 3-4 legendary drops(eg glaives) and another guild that farming bosse for the same amount of time or even more had zero.....iam looking forward for a more fair approach for this matter in 10man in the upcomming resets.

The drop rate is very likely to be 2 in 25-man. This would leave a 33% chance for 1 to drop, a 33% chance for 2 to drop, and a 33% chance for 3 to drop.
33% * 1 + 33% * 2 + 33% * 3 = 2
This leaves the drop rate in 10-man to be 0.8 because Blizzard said they were equal per player.
2/25 = 0.08
0.8/10 = 0.08
25-man guilds and 10-man guilds acquire the legendary weapons at the same rate PER PLAYER. Yes, a 10-man guild will have less legendaries. But of course that is true. If 10-mans dropped legendaries at the same rate overall as 25-mans, all the 25-man guilds would split into 3 10-man teams and they'd get legendaries even faster than you (3x vs the current 2.5x).
There are some more legitimate concerns I guess (e.g. "Why not raise it to 1 per boss in 10-man and 2.5 per boss in 25-man to avoid RNG") but even these are flawed arguments. 25-man has to deal with RNG just as much as 10-man. A 10-man guild getting the standard 0.8 per boss will get more legendaries PER PLAYER than a 25-man who only got 1 per boss. Obviously it would be fine to change it to 1 per boss in 10 and 2.5 in 25 man but it opens up a can of worms they might not want to open. Legendaries have always been RNG.
People must just think "omg 25-man players get their first legendary before us" because no other argument I can think of actually makes sense. While true that 25-man guilds will always get their first legendary before a 10-man guild, that legendary is only at most 1/17 of their players getting a DPS boost. In a 10-man, that would be 1/5 players getting a DPS boost.
When you consider all points of view, Blizzard's side actually makes a little bit of sense here.

ok, I have to say publicly this is a unacceptable behavior by Blizzard: They for some inexplicable reason refuse in GM tickets to return the item to the rightful owner if it's looted accidentally to the wrong person or threshold is not set to rare.
I know what some people say "your raid leader fails" but why should the rest players and a whole guild be punished for the failure of a setting? The world is not perfect.
Besides there is absolutely no reason whatsoever to be 'exploited'. It's a single item that is for a quest. Nothing else nothing more.
Fail Blizzard, Fail.

Yes it takes longer in 10-man than in 25-man, but this is intended and just. Yes there is a chance, that you get 0 Embers even after your third cleared ID, but the chances for that are astronomically, mind-bogglingly, increadibly small (

). All in all, I'm okay with it. Draw your own conclusions from my simulations. If you are interested to prod around for yourself, the C++-code can be downloaded

. Try around for your own curiosity.

drops? The chance of one dropping is assumed to be 80% or 0.8 - so the complement (the chance of one not dropping) is 20% or 0.2. The chances of 7 consecutive bosses not dropping an ember is the multiplication of the above probability:
0.2*0.2*0.2*0.2*0.2*0.2*0.2 = 0.2^7 = 0.0000128 = 0.00128 %
So on average 1 in 100,000 IDs will be very frustrating. One thing to note though: if you are not clearing the whole instance, the chance of not getting any ember increases with every boss you don't kill, of course:

I've killed 18 bosses, all on 10m normal difficulty in these past 4 weeks. I've gained a total of 14 embers, which seems pretty on par with the 80% drop rate. None of the bosses dropped 2 embers. It's worth noting that that tonight, i've had a 100% drop rate on embers in my 10m, with 5 boss kills, though this certainly could be rng. I've heard from above posts and also from friends that it is possible for 2 embers to drop in a 10man environment, does anyone have confirmation of this?

My guild downed Alysrazor on thursday. we were unable to loot the ember to the player making the staff. he was in the raid, and helped kill the boss. the item was looted to myself, the GM of the guild, to open a ticket to have it moved.
DO NOT DO THIS.
if you have looting issues with the embers, LEAVE THEM ON THE CORPSE.
blizzards new policy regarding the Eternal embers is that if there looted, they wont move them. if they rotted on the corpse, they can assign them to a player.
the great part about this policy? THEY HAVEN'T TOLD ANYONE. the only time you get to find out about it is if 1: your a CSR/CM working at blizzard or 2: you are a mind reader.
(i spoke to 3 GMs and a senior GM trying to get this issue resolved.)

Caution! if you are the Loot Master, be sure you dont mix up with Living Ember, they r not tradeble once you give it to someone, not even GM will fix it for you even u ticket it, i lost 2 with the silly mistake my Loot Master make :(

If the drop rate is 80%, I sure have some consistently bad luck. Out of 31 boss kills, I have 18. Which ends up being about a 58% drop rate for myself.

Probably this part of the legendary quest is the hardest for 10 man guilds.
Why? Well let us see:
You can get a maximum of 1 from each bosses on 10 man, while on 25 man mode 1 is the MINIMUM, and 3 is the maximum of embers you can earn. The luckiest person from the 25 man group will earn 21 embers in one week, while the one in the 10 man will earn 7. The unluckiest will earn nothing in 10 man, while the one in the 25 man will earn only 7.
If you sum this up and see the Seething Cinders and Smouldering Essences drop rate it turns out: this part of the quest is the most luck related.
Note: i made this comment just to clarify this up. Sorry for my language errors, and also sorry if it is a repost.

The sands of time are from Yasmin in Uldum and the eternal embers are from bosses in fire lands they drop in every way 10m/10man heroic/25man/25man heroic.

Since noone does firelands anymore and raid finder noone ques for firelands, and pugs dont work out for you AND guilds dont do this raid anymore, what can you do to finish this quest chain?

Does anyone know if these items will continue to drop once Mists of Panderia comes out? I didn't play a melee class when people were trying for Shadowmourne, so I never paid attention to the mechanics of getting an item like this. I'd love to get the staff, but my mage is on a low population server (Dentarg) and I need to know if I am going to be left out of gaining the staff or if I will have to buckle down and raid harder.
