It is sold by two NPCS:

• on Baradin Base Camp, Tol Barad Peninsula (72.4,63.1), on the cliff, left side with the portal at your back and Darkwoods ahead. It costs 40 Tol Barad Commendations, which are obtained by doing dailies on both Tol Barad Peninsula and Tol Barad or by winning the Tol Barad battleground.

• on Old Town, Stormwind City (75,67), in the building, right side after entering, named "Honor Quartermaster". It costs 1000 Honor Points, which are obtained by doing non-rated battlegrounds or via Honorable Kills.
