These are
not
on the global cooldown. However, they do have a 0.5 second cast time. This makes them great right after an instant cast ability. Cannot be cast while moving. Damage also seems much higher than stated in the tooltips. Mine were hitting dummies for 12-19k non-crit.

share a cooldown with the
High-Powered Bolt Gun
.

Not in game at the moment. Unknown if Blizzard will add them.
My guess is they will eventually. It's awkward getting old world mats for Saronite bombs, Frost Grenades & Cobalt Frags @ 85. These would replace all 3 of those and blow em out of the water.
As of 4.0.6, they're in the game for Goblin Engineers.

It's worth noting that unlike Wrath's closest counterpart the
Box of Bombs
(which created around 25 per craft), these are extremely expensive to run full time during a raid.
Currently on my server, a bar of Elementium costs about 6g, whilst an Electrified Ether costs 30g. These bombs are made in batches of 3 for the mats:
6x Elementium Bar
1x Electrified Ether
They have a 1 minute cooldown, so assuming you raid 4 hours a day and giving a low estimate of 50% fight time, that means you'll want to pop 120 of these during an evening. At a cost of 66g per craft => 22g per bomb, this means it'll cost you 2,640g per raid to get 100% effectiveness. On an assumed 50% downtime!
Unless you feel like splashing your cash, wait and see if a box variant arrives later on.

Your guild would have to be insanely efficient to do 2 actual hours of fighting bosses. Dying, rezzing, running back, figuring out the best strat, fighting trash and all that takes a lot longer than you think.
A more realistic number would be 5-6 bombs per boss attempt. If you get 10 attempts in on a boss before you kill him, that's 50-60 bombs.
With an average damage of 5000, these bombs will add (5000 / 60) 83.33 (repeating) DPS if used on cooldown, out of roughly 20-30k a 359-372 geared character could be doing. Since the bombs do fire damage, they probably get the benefit from the 8% magic damage taken debuff, and they probably have a chance to crit, increasing their DPS. It's still a very, very small DPS increase to use these on cooldown.
With Engineering already being the top profession thanks to Synapse Springs, I don't think most players should bother using these
. They are nice for duels, BG's and world PvP though, finally replacing Frost Grenades & Cobalt Frag Bombs, as they're the only other bombs to have a 5 second CC effect.
Edit: Tested on a target dummy and they hit for much, much more when used from behind. If they consistently hit that hard in raid situations, then you could see roughly 3-4x the damage I first predicted, or a ~300 DPS increase if used on cooldown. That's a 1.2% to 1.5% increase in DPS, and clearly puts Engineering one top of the other professions.
Edit2: Turns out these have a cast time and can't be cast while moving. However, they *don't* reset your swing timer. Because of that, they're probably worth using on cooldown. They do hit for 18-19k when used on an unsuspecting target (full health target), scale with attack power or spell power (depending on your class/spec), and apparently crit equal to your spell crit chance for 1.5x damage.
Engineering is already the best profession for end-game DPS even if you don't factor in these bombs. If you do, you'd have to be crazy to
not
be an engineer. But these are for experienced players only. Newbies probably can't afford the thousands of gold per week these bad boys cost.

IS this the only cataclysm bomb? cos am gnomish and the last thing I seen in explosive is the saronite that is an joke now as they don´t even take 1% of health now days roughly.

I have tested the bombs.
"Unsuspecting" simply means that the target has not received damage prior to being hit with the Big Daddy. It doesn't matter whether or not the target is in combat or not or has been taunted or stunned or affected by any other sort of non-damage ability that causes aggro.
Any damage done to the target - at all - will negate this bonus. A weapon swing, a shield spike or Retribution aura proc, it doesn't matter. The mob must be undamaged or the bonus will not be received.
Undamaged mobs appear to sustain about 250-300% more damage from the Big Daddy.

They're a bit expensive for frequent use, but they give excellent initial aggro for AoE tanking. The stun, and lack of a DoT component, means you can CC cleanly after a pull.

It might be noteworthy, that these seem to hit just as hard at lower levels... got hit for 17k in AV earlier by a rogue, while waiting to rush Drek. it one shot 2 of the 3 people standing with me as well, the tank lived barely.
Was like WTF? is a big daddy and now i know, it's the /doom of low level PvPers

About 5g per bar and about 20g per volatile on my server, roughly 13.5g per bomb, this big bad boy though, its worth it, I get crits of 54k on single target (PVE), which I can say, is more than im going to get from most of my spells, totally worth the 13.5g each and so is worth the .5s of cast time, probably not a smart idea to do launch them all the time, just on the pull though

Hope these get nerfed to hell, or at least the skill required to use raised.
Just took a 19k by one of these at level 70 in Arathi Basin. Myself and 4 of my teammates at Blacksmith were all one-shot by this single item. Completely inexcusable.

I think it´s weird that the only cata bomb is goblineng-only. I like fun items, but I really hate to have to choose between fun (gnomish eng) and strenght (goblin eng). It´s okay if goblins get some extra explosives like they were receiving since vanilla, but bombs have always been engineering esentials, engineering... signature, and it´s really silly from blizzard to just give them to half of engineers. Yes, we can still use old bombs, but they do laughable damage and require old mats that are not found randomly during dailies and are not used for anything else (except the old recipes, but they are made far less often than cata ones)

These are VERY VERY fun on my 69 twink rogue, though expensive (it's worth it!). One of my favourite tactics is to sit in balinda's room in AV, when the horde pull her I toss one of these and wipe their whole team. It's also fun to wait on the docks in strand of the ancients, and toss it as the boat pulls up. GY camping with this is very fun too. One caveat though - if your target is at 100% hp, this will 1 shot them. If they are at 99% hp or below, it will do much much less damage (around 4k). That is what is meant by "works better on unsuspecting targets" on the tooltip.

Just got one-shot by one of these in a 65-69 BG.
What the heck. This needs a level requirement. It's not fun for an entire team to be demolished because of one item.
I'd love to use them myself though, haha.

Anybody know if the stun on these works on Sons of Flame in the Ragnaros fight? We have four engineers in our raid, and four 5-second stuns during phase 2.5 would help out a lot.

Well... As of 4.3 (and also as I spent over 2k gold in becoming goblin and craftign the bombs themselves) the Big Daddy has been *fixed*....
My 70 lock only does about 900ish dmg and still about double or triple on targets will full hp... so well yeah, FML.
