You can rate me down if you like, but this talent might be awesome for starter PvP.
The mastery varies in power of course for different classes, but Fury Warriors for example gain empower Enrage mechanics (which includes Enraged Regeneration) so with this trinket it might be very powerful to pop it right after it procced.
It used to provide Stamina and mastery below 35% health. Now it does Armor and Dodge rating and is now a proper Tanking trinket. Quite useful for all 4 tanking specs I must say.

Strangely enough the 482 Stamina got changed to 1285 Armor in the latest beta build. This is 843 less Armor than the level 80 heroic Unidentifiable Organ, and 605 less Armor than the normal version.

Weird armor setting, halion's nromal version of the trinket provides 2k armor but lesser dodge.

The best selling point of this trinket is that the internal cooldown on the proc is 30 seconds which is very low.
963 dodge will most likely be around 4-5% chance to dodge for a tank depending on DR and with a 30 second cooldown, it is pretty potent when you often drop below 35% during a fight.
The armor itself is negligible though. I would have been a lot more happy with some 500 stamina and a 45-60sec CD on the proc.

Why was razergore's comment purged? He was completely right; the armor on this item is correct for CATACLYSM, while LICH KING trinkets were inflated. Maybe if we still played by the Lich King model, the armor would be greatly under budgeted, but in Cataclysm, it's perfectly budgeted.

Lich King trinkets with bonus armor values have been adjusted using the new Cataclysm formula, reducing their armor values substantially.
This is an amazing trinket, considering avoidance (100% mitigation) and armor (partial mitigation) are valued over stamina. Any tank worth his while would definitely at least consider this. The other trinkets (

) all give health/stamina in some form, and with healing in Cataclysm, this trinket definitely shines above the others.

Underbudget, on-budget or over-budget - it doesn't matter.
If you're getting a trinket for a stat, you want to get the one with more of that stat.
The fact WotLK armour trinkets were released during WotLK does not magically mean that they have less armour when a level 85 uses them. The calculations for armour -> physical mitigation may have changed, they might be over or under budget, but more is still better. And the WotLK trinkets have more armour.
Hence if you want an armour trinket you're better off with one of the WotLK raid trinkets or, if you can't get them, then pick up
Glyph of Indomitability
for 591 justice points. To say this is "an amazing trinket" is absurd, unless you're placing an extremely high value on the proc effect.

@Zakavar: You need about 32,500 armor to reduce damage from a level 88 attacker by 50%. As a DK tank, I don't have the luxury of a shield that provides 11,000 armor. Additionally, the DR that 1000 armor provides depends on how much armor the tank already has. Therefore, while it may not be as beneficial for a Warrior or Paladin tank, a Druid or (more so for the) DK tank would definitely benefit more from the 1000 armor.

it takes about 7 armor to equal 1 mastery. It would need to be buffed about 35% to be comparable to

Though i agree that wrath trinkets are being brought in line with cata, overall bonus armor is ridiculously underpowered and needs to be buffed to where a valor point trinket is at least comparable to 5man gear.

As a DK tank (or other tanks for that matter), Blizzard has not given us a very good selection for available pre-raid epic trinks if you aren't a JC or Alchemist. 346 trinks still out-shine.
DK's still focus primarily on passive stamina and mitigationDR(armor) + absorption(mastery). Avoidance isn't our forte, but we still need a modest amount. (If you disagree, you don't know how a DK works)
Let's have a look:
Darkmoon Card: Earthquake
= dodge is ok.. it's not stam/mit/abs/parry.. our least desirable stat, but not bad. The 'on-use' hp increase actually isn't the most terrible thing for a DK. It's not a great boost, but used in conjunction with Vampiric blood + rune tap and you'll have quite a heal. However, the 3-minute CD makes this much less desirable.
Bedrock Talisman
= While armor is great, the armor budget is sub-par for 359 ilevel compared to the point value of mastery and dodge/parry (as others have noted,
maintankadin
), and doesn't compete with 482 stamina or 321 mastery for a DK. At my armor value of 29546 (ilvl 352 tank), this provides me and extra 2.3% passive damage reduction. The proc, again is dodge. The trinket
Impetuous Query
provides a much better secondary than this dodge proc. The higher amount of parry to dodge plus the 'on-use' capability make this i333! trinket better than this 359 in question. Not to mention,
Figurine - Earthen Guardian
gives more dodge, for twice as long, as an 'on-use', meaning you can use it
before
you know you're about to take a lot of damage (i.e. Throngus's swords phase) to try to avoid it, rather than chancing that you'll be hit below 35% hp and hope the proc then avoids his next killing blow...
You may ask, "Well we're less concerned with survival at 60% hp than we are at 35% hp." Yes, sure. However, that's not a tank's only concern. Our skill and wit are in large part responsible for the survival of the entire group. Healers only have so much mana and can heal only so much at a time. When everyone else is taking damage constantly as well, the tank has a responsibility to mitigate as much damage as possible-
ALL
the time. If you got to <35% hp, then the healer is stressing heals on you and not the dps, whom may also be in imminent danger of death, while using your trinket beforehand may have avoided you losing so much health in the first place.
Mirror of Broken Images
= This passive amount of mastery is nice. However, the 'on-use' for a DK is redundant. We have far less a need to use a second magic mitigation ability in a 45-second span. Though there are times it would be useful, we want something we can use on every boss fight.
None of these have stamina; none of them have parry; none of them have a worthy amount of armor, especially since our armor just received a nerf in 4.06. Yes, armor has a little more point value now to a DK, but I'm not settling for these scraps of armor. Why do only the profession trinkets get the stamina? They also get better than average procs for the same ilvl.
Leaden Despair
= This is the best pre-raid available trinket imo for a DK tank (w/out JC/Alch).

The proc on this one is decent. At my armor amount, this provides ~6.2% damage reduction for 10s with only a 30s ICD. I believe the value of these types of procs would increase significantly if the @35% trigger were changed to @45%.
Throngus's Finger
is probably a DK's other choice.
If
Darkmoon Card: Earthquake
becomes a 1-minute CD for PVE on or before the release of 4.1, then I would consider it.
Other tanks are itemized differently and won't be able to correlate all this info with their own gear choices.

Problem with this is that for an average warrior/paladin the armor only grants roughly a 1.1% damage reduction.
Just put that same budget into mastery and it would be better for shield wearers, and useful for Bears and DK's. Also Bears only get extra armor for cloth and leather armor, so this doesn't even scale with their bonus armor.

You overvalue stamina as a present-day tanking stat, and that's possibly because of one key error: maximum HP has little impact on
Death Strike
in situations that matter (i.e., raid bosses). It raises the
minimum
that can be healed. Quite often the healing will be above that 7%, and part of advanced DK tank play is sitting on that single pair of runes so that you can get that bigger heal, and thus, a bigger Blood Shield. Say a DK does stack stamina; we're still talking about a very small percentage of the total health pool. The difference is very minimal.
Furthermore, no DK tank worth his/her salt runs without
Glyph of Vampiric Blood
. Help your healers out--leave the unglyphed VB+Rune Tap/Death Pact to the niche Blood PvPers.
Stamina for DKs is very much like it is for the other tanks--you just need enough to give your healers time to react. Outside of certain heroic raid bosses, after Cata, this is no longer a concern at content-appropriate gear levels. You say "the tank has a responsibility to mitigate as much damage as possible- ALL the time," but stacking stamina isn't going to help your healers out. Mitigation and avoidance will. Stamina is on every piece of gear but trinkets, rely on that.
That being said I don't personally see much of a choice in trinkets pre-raid and onto 4.2, even, as there's not anything I find worthwhile in 359 drops, either.

performing quite well in fights where it can be useful. For a DK, at 359 ilvl, the armor from this trink still yields more than 1% mitigation, which is not bad (we do better with bonus armor than our shield-bearing brethren). I'm not impressed with the proc, especially put up against
Throngus's Finger
. I don't think half the rating available twice as often is a good deal.
Moral of the story is: stay away from the stamina trinks unless you're needing the buffer. You won't once you get your feet wet in 5-man heroics or normal mode raids any more.
Edit: Don't understand the downvoting; it's a fact that stamina stacking is no longer the tank consensus. There's an argument to be made for it, especially in heroic mode raids, but the point I'm making here has merit. If you have an argument for one of Asclepius99's item suggestions, make it in comments. Don't just blindly downvote.

This would be a great trinket at level 60. At level 70 there are better choices, at level 80, much better choices, and at 85, there are no trinkets this bad.

I think this trinket is stronger than it seems right off the bat. Once I have it, I will have more concrete numbers to show the math on it, but from what I've read, this should provide around an additional 1.1% more damage reduction from armor. This is a small amount, but it's also misleading. Let me explain.
Say boss swings for 100,000. lets say you're pretty fresh 85, your armor prevents 50% so your damage intake is 50,000. equip this item and your armor goes up 1%. now your armor prevents 51%, and your damage received goes down to 49,000. that's not a 1% damage reduction, it's 2% less than the 50,000 you would have otherwise received. In a more realistic scenario, you are sitting closer to 60% damage reduction from armor on plate tanks (this is tier 11) and i think my bear is at around 65% at 361ilvl gear. going from 65% to 66% would be what then? 100k swing reduced 65% = 35k 100k swing reduced 66% = 34k. that's more than 1% difference; its more than 2%. i think it comes out to a fraction under 3% actually.
I know the proc on this item is pretty lackluster, but I would imagine that the 2.5-3+% passive damage reduction provided by this would have some value on fights with more physical damage.
