Every two hours the Skyguard just north of Ogri'la attack an Ethereum camp in the northern portion of the zone. If you defend the Skyguard NPC's working on the machine for a set period of time, a vendor becomes available that will sell you this and the other unstable gems for Apexis Shard x40. These gems are Unique-Equip.
