This did not seem obvious. I attacked quite a few very powerful mobs including Bleak Seatamers and chum seemed to drop from more that Seatamers. The mobs all have very high health in this area and are often traveling in groups so joining a group is much easier. Without a group, I found that single mobs with Bleak in their name were easily killable solo and dropped the Bleak Chum. When the Bleak Chum was in my bags, right clicking did nothing. I finally figured out that if I go to the the blue colossal swirlies in the water and dove down, I would get some wings or fins in the extra action area and when I clicked those wings the Colossal would be summoned. (This may have changed since War Within Beta, I heard you can just click the blue Colossal swirlies in the water now if you have chum in your bags.) You'll want other people helping you kill the Colossals because they are very deadly. I died once when I was alone even though I was ilvl 549.

Once you have some chum, go to the pools in the water and click on the pools to summon the colassal.

This quest is currently bugged for some... Special Assignment: Rise of the Colossals is blank can't turn in anywhere , can't delete the quest and the quest has no objective.
When logging in you get Special Assignment: Rise of the Colossals failed.

EDIT: So after trying to relog in the quest area , that fixed it. Anywhere else didn't work.

1. The mobs that drop Bleak Chum all have names that start with Bleak. Listed here: Bleak Chum#dropped-by
Use a macro like:
/tar bleak

2. Once you have Bleak Chum, there are gold dots on the minimap showing Frothing Waters. Go click them to summon a Colossal mob and kill it.
You can additionally use a macro like:
/tar Colossal
If you see someone else killing one, tag it--it gives you credit! The drop rate for chum is terrible, so you probably need to rely on tagging other questers' summons, too.

So if you want to do both, you could have a macro that does:

/tar colossal
/tar bleak
/script SetRaidTarget("target", 8);

Collect bait 3 times from the Elite-Mobs. Go for a swim at the north east corner of the coast and use bait on the schools.

Collect Bleak Chum from mobs (non-elites drop it too), once you have 3 - go to the western side of the island and look for blue puddles called Frothing waters. Dive in, click, kill the giant beast (had crab and 2 salamanteras). Solo'ed as 559 retri.

As a warlock this quest SUCKS! The Colossals ignore pet aggro and just hard drive focus on you only.
