This was bugged for me as a level 76. I had to group with someone below level 75 and party sync to bring myself down before I was able to enter the dungeon.

Use your extra action button to apply your kobold disguise. Move around the room avoiding the patrolling kobolds and make your way to each candle marked on the minimap. When you click on the candle, it will snuff the flame and leave a purple area effect on the ground that gives you a stacking debuff, reducing your max health the longer you stand in it. Just move away and it will drop off again.
The packs in the corner don't seem to move from the four candles, but you can stand on the edge of the sight rings and snuff them without being detected. If you do accidentally trigger the mobs, you just need to kill them and reapply your disguise.
To trigger Waximus, and later Drippear, just walk into their ring of sight or use the extra action button to remove your disguise, then reapply it with the same button once they are killed.
Loot Drippear and use the candle keys to loot the illuminated chests in the room. My candle crown was in the back left of the room.

I was in a low-level party and we needed to drop group for this quest to start working.

I had to use the kobold disguise again before talking to Skitter to teleport out

If you light the two braziers by the exit passed Waximus, you don't have to fight him.

Make sure to loot all of the chests in the room after opening the Candle King's chest; you get gold and grey flavour items you can vendor for more gold, including Candle King Diary which reminds me of a certain former President's tweets xD

Quest is bugged like everything else in this expansion. If you loot any chest before the quest chest you don't get the crown and you are stuck.
