This needs a longer internal cooldown than 100ms. Should be more like 30s. Otherwise low level BGs are gonna be broken AF.
This is actually huge. However how about silence effects? Not bothered right or will that still trigger the effect - because silence doesn't care if ya casting.

Seems strong. What qualifies as an interrupt though? Something like Solarbeam or sigil of silence going to be sort of a detriment now? Dropping either one on a clump of casters going to buff their haste and make them CC immune to any follow up?
I've never missed an interrupt or interrupted prematurely!From what I've heard they have pi... addons that can help with premature interrupts.
Overpowered, 4 seconds of being uncontrollable means they'll be able to heal their team back to full. Or for classes like destro Locks, Chaos Bolt your team dead freely.
Reminds me of when old schoolers would use their hearthstone to fake cast and make an opponent waste an interrupt. Worked best if you were a Druid since the hearth/class animations matched. But it does seem OP with 4 seconds of CC immunity. I'm guessing this is going to get nerfed before release.
conceptually this is amazing, but this has to have a DR though, right? because in randoms/casual battlegrounds any healer will be spammed on and almost permanently immune to interrupts in a crowded room.
This change is absolutely welcome and warranted. For you to juke 3 melee training you just to get stunned, feared, incapped over and over until they have their kicks back up was absolutely disgusting. So now when I juke I get at least one cast off. And for all you -30s internal cd- criers, that would defeat the purpose. G E T G O O D. Stop blowing kicks into the air because your fallback plan is a stun. You get punished for being bad. Great job on this one blizzard!
