Its probably another raid event with a bunch of Legendaries like TK was.
I guessing there will be more than one proc for each weapon/shield. Unless the shield is just for tanks, but that'll limit it to just the 2 classes and 2 roles instead of letting it be for 4 classes and 5 roles.Also, is there not one for polearms or off-hands or have those not been datamined yet?Either way, I think it'll be a good idea to try out.

Now knowing there are legendary weapons and can now think of what I would call them and starting with the sword I would call it "The Peace Keeper" :D
If this is true this is bull@#$%, bring back class legendaries for those of us who've waited years for our turn. Now its going to be OH LOOK MAGES OP AGAIN - give them a legendary despite the fact they just had one or a case of whoever is bumming the GM the most.. Big middle finger to those of us who thought that this expansion would be our time. Feed the casuals or the rerollers! "Thanks blizz now i don't have to %^&* my guild over my rerolling to &*!@# loot. Thanks blizz for giving me a legendary every tier, cba waiting, waiting is for hardcore players."
Love the idea. It means no one will complain about their class not having the legendary weapon.
I love the idea but it has some downsides.On the one hand it means that everyone in a raid group can benefit from a Legendary, which is fantastic and it's a thought I've played with in my head for years.On the other hand it means many guilds will end up divided on who should get it first. Some will think healers should, some tanks, and some dps. Even if you look at player performance and mark down who is most deserving/who would benefit the most, it will still be very difficult to decide who gets it.The latter point could be lessened or completely nullified if everyone has equal opportunity to obtain the Legendary at the same time. If the quest items you need were only ever granted to those on the required quests (rather than having to be rolled upon by those who wanted them) then this would solve most of those issues.Raids would still be required to kill the bosses to get the items, or to do some other fancy quest-related things (like the Infusions for the Shadowmourne quest) but everyone wouldn't be sitting arguing about who "deserves it more".
those procs seems kind of odd. an uncontrollable 3 second stun that doesnt work on players? that sounds like something that would be more annoying than useful in a raid environment (and something that wouldnt even work on bosses), and completely useless in pvp.
I don't see a bow anywhere.....And before you tell me all about transmogging, keep in mind that a legendary bow would have a legendary model.
