I don't think the mana changes are a mechanic change.More likely, it is a case of what hotfixes can and can't do. It can't change the client-side mana requirement check, so that remains at 16%. It can however change the mana consumed, which is server side, to the intended 12%. This is a discrepancy that is likely to be fixed come 4.0.6.

Interesting mechanic to say the least... Not sure what exactly the benefit is, and I'm dying for the inevitable Blue post clarifying the matter.Hopefully the thread that spawns the Blue post won't be too whiny or hateful. :P
Here is how I compared it to make it easier.Life tap requires a certain of amount of health to be used to convert to mana. For example lets say 10 health for 10 mana. You need atleast 11 health so you won't die from Life Tap. So to cast a spell you require atleast 16% base mana but you will only use 12% base mana.
