What they are likely referring about is that all gear for a slot of certain corruption tier will have a specific corruption stat. Meaning all tier 3 pants will likely have corruption 25. Meanwhile tier 2 pants will have 17. And on the flipside for bracers since they are lesser budgeted item, they will have corruption on the lower end of the datamined ranges. Meaning all tier 3 bracers will have 20 corruption.I tried explaining this on the forums and it just flew over alot of people’s heads.
Neal, you do realize that blizzard has just as of last year, put out a patch in December.

Blizzard goals for gearing: 'How can we make sure players have something to do/work towards between patches? What incentive would push them to keep running content with their friends?'They don't want a BiS list. They want the extra 'this would feel good if it randomly upgraded' that means you can always get something.Player goals: 'Be the best version of themselves that they can be, rewarded for their efforts while not having to run the same dungeon on a loop 1000 times.'They don't want an endless grind just to remain competitive. They want to have an end goal, a cap, a finish line that says, 'Grats on workin hard, you are physical god damn perfection.'The problem is that Blizzard wants to give people the 'option' of always getting something good. However, the people serious about raiding and high lvl M+ will sell their souls and slave away at the PC to be perfect, even if that means getting the best from Titanforging. Knowing those people exist, Blizzard tunes the most difficult raids around those extreme people, thus meaning that for a casual Joe like myself, I feel ill prepared for anything more than Heroic Raiding.

Welp, not going to raid in 8.3 it seems. Nothing about this system seems fun or immersive, its just an artificial barrier and constraining system to promote grinding and constant farming. Sooner its gone the better.
