Having 10s take longer to do legendaries makes a lot of sense. Think of it this way: If it takes just as long to get a legendary in 10 as 25, then a lot of guilds would split their 25 into 2 10s so that 2 players (1 in each 10s) get a legendary instead of just 1 in 25. Think of it this way, if you have enough time to get 5 legendaries in 25, and for the same amount of time you get 2 legendaries in 10s, then in both cases you end up with one in 5 members with a legendary in both 10s and 25s.The biggest risk of this system, is that if your raid isn't uber enough to get 1 legendary in 10s before it becomes obsolete, then you may be tempted to try and put 25s together to ensure that at least 1 player can get it earlier, when it actually matters.

People need some incentive to keep running 25 mans.
