Best Discipline Priest Double Legendaries for Sepulcher of the First Ones
The standard from Sanctum of Domination of Kyrian /
Clarity of Mind seems to be the starting point for the tier with access to only one legendary at the start, though as time progresses I believe we'll see far more variety fight by fight between Kyrian and Venthyr.
When playing double legendary Kyrian, you'll generally be looking for encounters with fairly consistent two minute burst windows.
Dausegne is a good example of this, with her
Siphon Reservoir dealing heavy raid-wide damage and repeating about every two minutes from PTR testing. Other encounters will absolutely come into play where you can potentially miss out on a cast of
Evangelism/
Rapture by holding them for the additional 30 seconds and it would be more worthwhile pursuing another covenant combination.
Movement is massive in Sepulchur and in addition to a low cooldown damaging covenant ability in
Mindgames and a hefty crit bonus from the covenant legendary that can synergize well with our set bonus and accompanying legendary, Venthyr grants excellent mobility for a raid with Halos, Stomps and other mechanics that heavily punish a player out of position.
Anduin Wrynn's encounter for example is incredible for utilizing this covenant/legendary combination as it does massive healing on a short cooldown to instantly heal the raid and deflate the
Befouled Barrier that Anduin produces about every 40-45 seconds. With the final three fights untested, all we have is speculation for how Discipline can best handle the ramp periods that are thrown at us but with covenant swaps at our disposal it becomes substantially easier to swap depending on the needs thrown at the healing team.
One potential iteration that some Venthyr testing has demonstrated is utilizing
Clarity of Mind with the covenant legendary to split
Rapture and
Evangelism casts to ensure each
Mindgames ramp has greater length to maximize the critical strike buff the Venthyr legendary provides.
Best Discipline Priest Double Legendaries for Mythic+
Little has changed for the Mythic+ Discipline Priest setup. In Season 1 Twins was utilized frequently, in Season 2 Spheres overtook it and now in Season 3 you can utilize them both! The additional cooldown reduction for
Boon of the Ascended is a must-have in a key environment and since you're usually giving out
Power Infusion to others Twins can allow you to have it for yourself as well further increasing your
Boon of the Ascended damage if the timings work out.
Worth noting that
The Penitent One is not a bad option either and either option for the secondary legendary will be fine.

Best Holy Priest Double Legendaries for Sepulcher of the First Ones
As usual, Flash will dominate our legendary selections for the new raid but there seems to be good value swapping between Fae and Necrolord for the raid.
Bwonsamdi's Pact does a fairly good job of amplifying your
Fae Guardians which is primarily utilized to produce cooldown reduction for
Divine Hymn. With this legendary, in conjunction with the usual
Flash Concentration you'll have plenty of mana on hand and if there is sufficient damage you could be able to get in an extra cast of
Divine Hymn on critical encounters. There is also very high movement on a number of encounters, particularly
Artificer Xy'mox's
Forerunner Rings or
Dausegne's
Disintegration Halo that having the extra mobility and blink from
Soulshape will make your life incredibly easier.
The downside of course, are fights where you're holding onto Hymn for too long, have to move at points where it might come off cooldown or fights where
Divine Hymn is delayed to fit with your other healer's cooldowns. In this instance you could use your
Bwonsamdi's Pact for mana or buff a damage dealer but both options seem fairly weak and this would be the instance where you would look into Necrolord.
As mentioned above, in Sepulchur there will be fights where the additional cooldown reduction of the Fae covenant legendary isn't full utilized, the movement speed provides marginal benefits, or you simply need an additional defensive ability and that is where Necrolord comes in.
Again,
Flash Concentration is simply too strong to not take and so these updates will just add the covenant legendaries into the mix. The NPC spawned from your
Unholy Nova does good healing and further strengthens your covenant ability into a cooldown that the spec can weave into their standard priority whenever moderate to high damage comes along.
Best Holy Priest Double Legendaries for Mythic+
In Mythic+, damage reins supreme for healers at present and this will continue into Season 3. The Kyrian covenant legendary provides additional cooldown reduction to
Boon of the Ascended in addition to the reduction the ability will receive from the Mikanikos soulbind traits substantially increasing the specialization's damage in a Mythic+ environment.
Once again,
Flash Concentration is just too powerful to not take, in particular in a key environment where so much of your output is on one or two targets at a time.

Best Covenant Legendaries for Shadow Priest in 9.2
Shadow Priest has only one viable covenant legendary in 9.2, and that is the Necrolord legendary
Pallid Command. There are two reasons for this, the first is that this legendary is currently the strongest option for Shadow in Sanctum of Domination. The second is that the options for Kyrian, Night Fae, and Venthyr are both drastically undertuned and poorly designed. Opinions on the design of these has not changed from
their initial impressions, aside from that we now know none of them saw any use.
Once Shadow gains access to its second legendary, Covenant options go from fairly broad with Necrolord and Night Fae both having value and seeing play, to solely Necrolord. Nothing outside of substantial reworks to the other covenant legendaries is likely to change this. Once you have access to your second legendary through the campaign, Necrolord is the only choice for Shadow Priest.
With all that being said, there are two contenders for Shadow's other legendary in 9.2.
Best Shadow Priest Double Legendaries for Sepulcher of the First Ones
With current tuning, this is likely to be Shadow's strongest Single Target and Stacked Cleave legendary in Sepulcher of the First Ones. This makes sense as
Shadowflame Prism is the current best choice for Shadow in Sanctum if you aren't Necrolord. Prism's cleave component is likely have some value on any fight with multiple targets, such as
Prototype Pantheon and
Lihuvim.
This legendary combination is not strong for any synergistic reason, as
Pallid Command has no direct synergy with any part of the Shadow Priest kit. The only thing to mention is that both it and
Shadowflame Prism play on 1 minute interval bursts, so there's no conflict in how the spec wants to play between the two legendaries.
There are problems with this legendary combination though, as adding the insanity and GCD investment from both
Darkened Mind and
Mindbender +
Shadowflame Prism has a drastic impact on the spec's rotation during cooldowns.
Void Bolt's relative value is reduced significantly as there is no space to cast it, which leads to running both
Ancient Madness and
Misery in Single Target for optimal dps. Whether this talent setup is optimal for progress remains to be seen, but it is a possible concern that the spec appears to be dropping one of its core spells and running two aoe talents on Single Target.
Also worth noting that because of the tier set, until Shadow has access to its second legendary,
Shadowflame Prism knocks
Pallid Command off the top spot for Necrolord. This means you won't be running Pallid until you have access to your second legendary.
While it is not known how the later fights in Sepulcher work,
Lords of Dread has potential to be a spread target council style fight. A build incorporating
Talbadar's Stratagem and
Psychic Link, alongside the additional
Dark Thoughts procs from
Darkened Mind would be effective on any encounter with multiple permanent targets that are spread far apart.
Like
Shadowflame Prism, there's no synergistic reason for the strength of
Talbadar's Stratagem, though in general the damage pattern would be more sustained.
This legendary is a little far behind on Single Target, but because it doesn't play
Mindbender or generate as much
Insanity, it is able to sidestep the arguable issues that
Shadowflame Prism has. If legendary tuning stays as it is, or the rotational issues with
Mindbender +
Shadowflame Prism aren't somehow solved, you might opt to take the hit in dps for a smoother rotation. The fact that a dedicated Single Target legendary fails to beat out a cleave legendary on Single Target could also be argued to be a problem in and of itself.
Best Shadow Priest Double Legendaries for Mythic+
With both of these legendaries being the premiere choices in Mythic+ in 9.1, pairing them together is the obvious choice for Mythic+ in 9.2. The cleave of
Shadowflame Prism will be useful even in large pulls now, thanks to the addition of Shadow's tier set bonus, making it much more attractive in higher keys than it was in 9.1. Shadow also has no real option for AoE from any of its other legendaries, and relies too heavily on
which rules out ever using
Talbadar's Stratagem. Given
Shadowflame Prism's only competition in Mythic+ was
Pallid Command, for its priority damage in high keys, there's not really any other options.
There is always some potential for niche strategies involving
Twins of the Sun Priestess to see use in events such as the MDI. However, this hasn't really been common since the beginning of the expansion, and wouldn't be optimal for the vast majority of the playerbase.
