Good spot to farm these in Thaldraszus is /way 45.80 52.31. You'll get roughly one Storm Spirit every other mob.

World and Raid Bosses seem to also drop these but at a much higher rate.

I got 50 of these for an 11.0 quest just by cleaning out Scalecracker Keep, while finishing the overdue starting-zone quest with Wrathion. Took maybe... 1.5-2 untidy passes through the Djaradin population, but phoenixes and the big magmammoths dropped them as well.

Basrikron (Waking Shores WB) dropped 92 for me yesterday, so it's definitely worth doing your World Bosses while farming these 👍

Another comment suggested farming Forgemaster Algrin so if, you're like me, a returning player, and you have no idea of who that is and where to find it, here's a quick guide (to save you some time hopping wowhead pages):

Go to the zone currently being assaulted by Fyrakk in Azure Span OR Ohn'aran Plains, depending on the weekly rotation, roughly around '/way 55.0 34.0' for Azure Span or '/way 73.30 70.37' for Ohn'aran Plains. There, you will find an array of Djaradin and some Shadowflame mobs - if this is correct, then you're in the right place.
Kill monsters around the area, loot them. You will get Ward of Igira fairly often - keep those. Sometimes you'll also get an eventual Ward of Fyrakk - those are rarer, but are also our end goal.
Look for Suffusion Crucibles around the area - those are translucent red orbs on top of stone tables (refer to the item page for a screenshot). With 5 Ward of Igira, interact with the crucibles and summon the enemy. This will give you up to 3 Ward of Fyrakk.
Note that you don't need to kill whatever spawns from the Crucible, BUT they also have a higher-than-average chance of also dropping Ward of Fyrakk, so it's usually worth the time.
Repeat steps 2 and 3 until you have five pieces of Ward of Fyrakk.
After collecting 5 Ward of Fyrakk, you'll be able to see a yellow dot on your minimap marking the Suffusion Mold. You can use your 5 wards there, summoning forth Forgemaster Algrin in Azure Span or Forgemaster Kraglin in Ohn'aran Plains - both have the same function in the Assault..

Killing those NPCs gives you a number of Storm Spirits - I've gotten between 3 and 40 per kill in a really random fashion - and also some loot related to the local activity. While the local loot is time-gated, Storm Spirits are not, so you can just farm them indefinitely.

Also, just a reminder that, if there are any other players around, you can tag their summoned Forgemaster Algrin/Forgemaster Kraglin (and they can tag yours) to also get Storm Spirits and local loot. Of course, if everyone's working together, spawns are faster and so is finishing the quest. It took me around 10 minutes to get the total 550 Storm Spirits for both quests in a pretty busy instance with fast spawns.

(Remember, Storm Spirits drop in every Dragonflight zone, so pretty much any and every mob has a chance to get you some. This method is but a suggestion!)

If you have a grind that you have been putting off, now is the time.

I've been farming Storm Spirts and Liberated Furbolg Artifacts at them same.

As of Early Access, these appear to be dropping in the War Within area's as well.
